Presentation: Council Retreat - overview of key information

Issue/Request:
Staff will provide an overview of key plans and information that will be useful in preparing for the Council Retreat scheduled for October 18 and 19. Attached to this packet are two of the key adopted plans (Strategic Plan and Comprehensive Plan), along with other supporting information which provide overall guidance and direction for the community and stakeholders.
Key Issues:
The City’s strategic plan is a relatively short-term roadmap (5 to 7-year plan) to move the community toward its intended long-term 20-year vision. Ultimately, a strategic plan is a fundamental management tool that exists to help the organization improve its delivery of services to the community. A strategic plan articulates a clear vision for the community, establishes critical success factors or goals and identifies priority objectives.
The Comprehensive Plan articulates a series of goals, policies, actions and standards to define the community’s physical development and programs. The Comprehensive Plan implementation time frame is 20 years. The discussions about elements included in the Comprehensive Plan shape the many decisions that affect changes in Lee’s Summit’s
physical and social character. It is reviewed by the Planning Commission annually and updated.
The framework developed during the Ignite! Strategic Plan provides the structure for the City’s Comprehensive Plan. Both plans share the same vision, objectives, and goals, or critical success factors. The strategic plan and comprehensive plan work together to build the future the community desires.
In addition to these two key plans, other master plans exist and provide guidance in our work. Provided below is a listing of master plans that are related and integrated with the Comprehensive Plan:

Background:
In late 2018 through mid-2019 the City, along with community stakeholders developed and adopted a community strategic plan, along with a framework to implement the plan. The plan and framework were adopted in August of 2019 by Resolution 19-12.
In November 2019 through August of 2020 the City along with community stakeholders developed an Implementation Plan which was adopted in September of 2020 by Resolution 20-20.
In January 2020 through May of 2021, the City, along with community stakeholders developed a new Comprehensive Plan for the community which was adopted in May of 2021 by the Lee's Summit Planning Commission.
