An Ordinance approving the award of bid for Project No. 102 for the 3rd St. & Bridlewood Dr./Peale Blvd. and Todd George Pkwy. & Chipman Rd. Traffic Signals to Custom Lighting Services, LLC dba Black and McDonald in the amount of $792,170.10, and authorizing the City Manager to execute an agreement of the same.

Issue/Request:

An Ordinance approving the award of bid for Project No. 102 for the 3rd St. & Bridlewood Dr./Peale Blvd. and Todd George Pkwy. & Chipman Rd. Traffic Signals to Custom Lighting Services, LLC dba Black and McDonald in the amount of $792,170.10, and authorizing the City Manager to execute an agreement of the same.

 

Key Issues:

                     Traffic conditions at NE Todd George Pkwy and NE Chipman Rd met traffic signal warrants in a study completed in July 2018.

                     Traffic conditions at SW 3rd Street and SW Bridlewood Dr/Peale Blvd met traffic signal warrants in a study completed in June 2023.

                     The SW 3rd St & SW Bridlewood Dr/Peale Blvd and Todd George Pkwy & Chipman Rd Traffic Signals Project (hereinafter "Project No. 102") will be funded from the Transportation Sales Tax.

                     Project No. 102 was advertised for bid in February of 2025, in accordance with state and federal statutes and local policies. 

                     Custom Lighting Services, LLC dba Black and McDonald (hereinafter "Contractor") was determined to be the lowest and best responsive and responsible bidder by City staff.

                     The City and Contractor desire to enter into an agreement for Project No. 102.

 

Proposed Committee Motion:

I move to recommend to City Council approval of an Ordinance approving the award of bid for Project No. 102 for the 3rd St. & Bridlewood Dr./Peale Blvd. and Todd George Pkwy. & Chipman Rd. Traffic Signals to Custom Lighting Services, LLC dba Black and McDonald in the amount of $792,170.10, and authorizing the City Manager to execute an agreement of the same.  

 

 

Proposed City Council Motion:

SECOND MOTION: I move for adoption of an Ordinance approving the award of bid for Project No. 102 for the 3rd St. & Bridlewood Dr./Peale Blvd. and Todd George Pkwy. & Chipman Rd. Traffic Signals to Custom Lighting Services, LLC dba Black and McDonald in the amount of $792,170.10, and authorizing the City Manager to execute an agreement of the same.

 

 

Background:

Requests from residents allow staff to identify areas that may need traffic safety improvements. These requests will generate traffic studies to evaluate if the traffic data and conditions warrant further action. Actions could be signage, signals, pavement markings, capital projects, or do nothing based on industry standards and regulatory guidance for traffic engineering. The traffic signals must meet specific warrants before new signals are recommended in accordance with the Manual on Uniform Traffic Control Devices (a set of standards and guidelines in the Code of Federal Regulations; also adopted by RSMo and Ordinances of the City). Unwarranted signals pose significant risks to safety, thus increasing liability to the City. Intersection signal warrant studies are usually initiated by trends from recurring traffic count programs or specific requests from residents with concerns about a specific intersection.

Residents in the area of Todd George and Chipman requested a signal at this intersection stating that they had a difficult time exiting the neighborhood due to traffic volumes on Todd George Pkwy.  Traffic counters were set out and taken consistent with industry recommended practice for a confident representation of typical conditions.  The results of the study found that the intersection met one of the volume warrants and therefore a signal was warranted; albeit marginally. The project will construct a signal for the three-legged intersection with equipment installed for a future planned fourth leg whenever Chipman is extended east of Todd George Pkwy (currently no funded plans for the extension of Chipman; though the extension is identified in the Comprehensive Plan).

Residents in the area of 3rd and Bridlewood/Peale requested a signal study first in 2021. The intersection was studied but did not meet warrants at the time. However, the conditions were not far from the minimum volume warrant(s) criteria.  The intersection was studied again in 2023 and met warrants for the installation of a signal.  The project will construct all four legs of the signal as well as provide Fiber Optic Interconnect to adjacent signals in the area.

Public Works Engineering issued the bid for Project No. 102 on January 27, 2025.  The Todd George and Chipman Project was deferred a few months to bid in combination with the 3rd and Bridlewood/Peal Project so as to reduce costs with a single project of larger scope.  The bid was advertised and potential bidders were notified through QuestCDN and on the City website.  A Pre-Bid Conference was held on February 3, 2025.  Two (2) responsive bids were received by the February 28, 2025, bid opening date. Both bids received were within the project budget.  Traffic signal work is somewhat specialized and there are very few contractors in the KC Metro area that do the work, all currently very busy, and contractors from outside the area have not traveled to bid in this market.  Custom Lighting Services, LLC dba Black and McDonald was determined to be the lowest and best responsive and responsible bidder by City staff. 

 

Impact/Analysis:

The addition of a signal at both locations will help increase safety at this location by reducing the number and severity of right angle crashes and provide added safety for controlled pedestrians crossing at these intersections.

       

 

Timeline:
