This ordinance sets the rate for the Parks & Recreation Impact Fees authorized by Ordinance 9895.
Per Ordinance 9895, the fees will be applied to applicable projects requiring a building permit on or after July 1, 2025.
Fee for applicable residential projects would be $250 per bedroom for each living unit, capped at 4 bedrooms.
Fee for applicable non-residential projects would be $0.20 per gross sq ft.
Background:
The City Council authorized the imposition of Parks and Recreation Impact Fees via Ordinance 9895 on April 9, 2024. The Council did not approve a specific rate at that time. The Parks Board reviewed park service levels, goals, master plan, and comparator rates and made fee recommendations for Council consideration. Finance and Budget Committee reviewed that recommendation and background research at their July 1, 2024 meeting. The committee requested that staff prepare the appropriate ordinance for Council consideration of rates for the Park Impact Fees at the committee's recommended amount of $250 per bedroom, to be capped at 4 bedrooms and $0.20sqft for non-residential. That recommended fee structure is in line with the Park Board recommendation.
In order to implement a rate to be applies per the authorizing ordinance (Ord. 9895), the Council will need to amend the Schedule of Fees and Charges. This ordinance amends the Schedule of Fees and Charges to include the Park Impact Fees at the rates mentioned above.
