Issue/Request:
An Ordinance approving the use of a Cooperative Contract between Omnia Partners and Forms+Surfaces to purchase site furniture and furnishings as needed for the Downtown Market Plaza project and authorizing the City Manager to execute and use the same by and on behalf of the City.
Key Issues:
-The City has a need to purchase site furniture and furnishings.
-Section 6.1 of the Procurement policy allows the City to use Cooperative purchasing agreements.
-Section 6.1 of the Procurement policy allows the City to make purchases from contracts that were originally procured by another entity but have extended the pricing and terms of such contract to other entities such as the City.
-Section 4 of the Procurement policy states if the City anticipates spending more than $75,000 in a year with a vendor, the City Council must approve the contract before it is executed.
Proposed City Council Motion:
FIRST MOTION: I move for first reading of an Ordinance approving the use of a Cooperative Contract between Omnia Partners and Forms+Surfaces to purchase site furniture and furnishings as needed for City facilities and authorizing the City Manager to execute and use the same by and on behalf of the City of Lee's Summit, Missouri.
SECOND MOTION: I move for second reading of an Ordinance approving the use of a Cooperative Contract between Omnia Partners and Forms+Surfaces to purchase site furniture and furnishings as needed for City facilities and authorizing the City Manager to execute and use the same by and on behalf of the City of Lee's Summit, Missouri.
Background:
Omnia Partners offers a cooperative purchasing agreement method focusing on efficiency, compliance, and value. Using the cooperative gives the City the power of group purchasing resulting in better pricing on the site furniture that buying directly from a vendor or through a design firm.
Impact/Analysis:
The City will be able to purchase site furniture and furnishings for its facilities.

Recommendation
Staff recommends approval of the ordinance to approve the use of the cooperative agreement between Omnia Partners and Forms+Surfaces.
Committee Recommendation
A motion was made by Councilmember Carlyle, seconded by Councilmember DeMoro, that TMP-3033 be recommended for approval to the City Council. The motion carried by a unanimous 3-0 vote (Mayor Pro Tem Lopez "Absent").
