Public Hearing: Application #PL2025-221 - Unified Development Ordinance Amendments to Article 8, Section 6.1590 and Section 6.1680 pertaining to Special Event Permits and Article 9, Section 9.220 pertaining to Temporary Signs, City of Lee's Summit, applicant.

Issue/Request:

Every four years the Federation Internationale de Football Association (FIFA) hosts the World Cup, which is a globally regarded international event. The Kansas City Region is a host region for the 2026 World Cup and is expected to welcome 650,000 visitors throughout the duration of the tournament. 

FIFA will be hosting the 2026 World Cup between June 11 - July 19, 2026, throughout North America, including six matches being held at GEHA Field in Kansas City, Missouri bringing global exposure, visitors, and tourism to the Kansas City region; and

In anticipation of the 2026 FIFA World Cup, opportunities exist to amend existing ordinances that will improve efficiencies, allocation of resources, and delivery of high-quality services to the community during this event. A review of existing regulations was necessary in preparation for this event.  This review included examining UDO regulations pertaining to temporary signs, food trucks, fireworks and special event permits.  

On August 13, 2025, staff presented a draft ordinance to the Community and Economic Development Committee outlining the proposed changes to the UDO. At that meeting the CEDC directed staff to proceed with the ordinance amendment process as presented.

Proposed Motion:

I move to recommend approval of application #PL2025-221 - Unified Development Ordinance Amendments to Article 8, Section 6.1590 and Section 6.1680 pertaining to Special Event Permits and Article 9, Section 9.220 pertaining to Temporary Signs, City of Lee's Summit, applicant.

Committee Recommendation

Committee Recommendation: A motion was made by Commissioner Gronau, seconded by Commissioner Jana-Ford, that this application be recommended for approval to the City Council - Regular Session, due back on 10/7/2025. The motion carried unanimously.
