Title

An Ordinance approving the purchase of training and duty ammunition through the cooperative contract between the State of Missouri and Sunset Law Enforcement LLC in an amount not to exceed $132,532.15 and authorizing the City Manager to execute the same by and behalf of the City of Lee's Summit, Missouri.

Issue/Request:

The is a request to approve the purchase of training and duty ammunition. The purchase will be made through the cooperative contract between the State of Missouri and Sunset Law Enforcement LLC. The amount of the purchase will not to exceed $132,532.15. 

 

Key Issues:

Each year, the Police Department budgets for the purchase of both training and duty ammunition to support our officers. This includes pistol (9mm), patrol rifle (.223), shotgun (12 gauge) and specialty rifle (.308) ammunition. These annual purchases are essential to ensure our officers receive the training necessary to maintain accuracy, judgment, and proficiency in the use of their assigned weapons. Training ammunition is expended during qualifications, scenario-based exercises, and skill-building courses, all of which are required to meet state standards and best practices for modern policing.

In addition to training, the department must maintain an adequate stock of duty ammunition to ensure operational readiness and officer safety. Having a consistent supply on hand allows the department to respond to unforeseen events, critical incidents, and specialty deployments without delay. By budgeting annually, we provide a stable and predictable cost structure while safeguarding the community and supporting our officers with the tools they need to perform their duties effectively and responsibly.

 

Background:

Since the COVID-19 pandemic in 2020, the cost of ammunition for law enforcement agencies has continued to rise. In addition, extended lead times caused by raw material shortages have made it increasingly difficult for police departments to maintain necessary inventory. These challenges often require agencies to seek out suppliers who can not only meet critical deadlines but also provide pricing that remains within budget.

The State of Missouri has an established Cooperative Contract with Sunset Law Enforcement, LLC. This contract aligns with the specific requirements of the Lee’s Summit Police Department and offers both consistent supply and competitive pricing. Section 6.1 of the City of Lee’s Summit Procurement Policy permits the city to utilize contracts originally procured by other entities, provided those contracts extend their terms and pricing to participating organizations.

In accordance with Section 4.4 of the Procurement Policy, this purchase qualifies as a Level IV procurement in that its estimated annual spend exceeds $75,000.00, requiring formal approval from the Department Director, the Law Department, and ultimately, the City Council.

 

 Impact/Analysis:

The Lee’s Summit Police Department has budgeted funds in FY 2026 for the purchase of both training and duty ammunition. The attached quote from Sunset Law Enforcement ($132,532.15) is consistent with our budget projections and includes a guaranteed delivery timeline of 30 days from the date of order. While many vendors, including current city contract suppliers, have recently increased pricing, the quote from Sunset Law Enforcement LLC remains competitive and is approximately $24,000.00 less than the other two quotes received by the department.

Additionally, Sunset Law Enforcement has advised purchasing staff that they anticipate raising prices in the coming weeks. By moving forward with this cooperative contract now, the Police Department will secure the necessary ammunition to maintain an adequate supply while ensuring the purchase remains within budgeted projections.

 

Proposed City Council Motion:

FIRST MOTION: I move to recommend to City council approval of an Ordinance approving the use of a cooperative contract between the State of Missouri and Sunset Law Enforcement LLC to purchase training and duty ammunition as needed for the Lee’s Summit Police Department and authorizing the City Manager to execute the same for the city.  

 

SECOND MOTION: I move for adoption of an Ordinance approving the use of a cooperative contract between the State of Missouri and Sunset Law Enforcement LLC to purchase training and duty ammunition as needed for the Lee’s Summit Police Department and authorizing the City Manager to execute the same for the city.

Recommendation
