Issue/Request:
An Ordinance awarding the bid for Project No. 430 for the Harris Park Standpipe Demolition to Graff Industrial Inc. in the amount of $349,900.00, and authorizing the City Manager to execute an agreement for the same.
Key Issues:
• The project consists of the demolition of the Harris Park Standpipe and portions of the pump station building and the installation of electrical equipment that support the remaining vault and equipment.
• The facility has been out of service since 2011.
• Project No. 430 is funded by the Water Equipment Replacement Fund for FY2026.
• Water Utilities issued a bid for Project No.430 on August 10, 2026, in accordance with local policies and state statutes. Bids were opened on September 2, 2026.
• CONTRACTOR. (hereinafter “Contractor”) was determined to be the lowest and most responsive and responsible bidder by City staff.
• The City and Contractor desire to enter into an agreement for Project No. 430.
Proposed City Council Motion:
FIRST MOTION: I move for second reading of an Ordinance awarding the bid for Project No. 430 for the Harris Park Standpipe Demolition to Graff Industrial Inc. in the amount of $349,900.00, and authorizing the City Manager to execute an agreement for the same.
Background:
The Harris Park Standpipe and Pump Station facility has been out of service since 2011. The standpipe and pump station building are in need of repairs and it has been determined that demolition will be more cost effective.The project scope includes the demolition of the full standpipe and portions of the pump station building and the installation of electrical equipment that will support the equipment remaining in the vault. .
Impact/Analysis:
Water Utilities advertised for bids for Project No. 430 on August 10, 2026 . Potential bidders were notified through QuestCDN. Three responsive bids were received by the September 2, 2026 bid opening date. Upon a review of the bids received, it was determined that Graff Industrial Inc. was the lowest and best responsible and responsive bid. Therefore, it is recommended that the project be awarded to Graff Industrial Inc.
