2024 International Building Code Adoption (Ordinance)

Background:
The Building Code establishes minimum requirements consistent with nationally recognized good practices for the design, construction, quality of materials, use and occupancy, location, and maintenance of buildings and structures. The code is intended to provide a reasonable level of safety to life and property from hazards attributed to the built environment and to promote public health, safety, and general welfare.
The 2024 International Codes (I-Codes), published by the International Code Council, include several notable updates that are especially relevant to municipalities, developers, design professionals, plan reviewers, contractors, and Development Services staff. The 2024 codes continue a significant shift toward addressing emerging technologies, mixed-use development, modern construction methods, accessibility, resiliency, and operational risk management.
The 2024 International Building Codes and related construction codes have been reviewed and revised by Development Services and Fire Department staff and the Board of Appeals. Additionally, staff collaborates with peer municipalities and regional organizations to promote consistency and best practices in code administration, enforcement, and development review. Development Services staff have met several times with representatives from the Kansas City Homebuilders Association (KCHBA) to discuss the proposed updates. At this time, the KCHBA is generally supportive of the draft Ordinance and local amendments.
Recommendation:
Staff recommends that the Community and Economic Development Committee (CEDC) recommend approval of the Ordinance amending applicable provisions of the Code of Ordinances of the City of Lee’s Summit, Missouri, related to adoption of the 2024 International Codes, and forward the Ordinance to the City Council for further consideration. Prior to Council consideration, the Ordinance shall undergo a second review by staff to ensure internal consistency with the adopted 2024 International Property Maintenance Code (IPMC) and 2024 International Fire Code (IFC) Ordinances. Should substantive changes to the Ordinance be identified, the Ordinance would be returned to CEDC for additional consideration.
