An Ordinance approving the award of RFQ 2026-015 to HDR Engineering, Inc. for the Tudor Forcemain Condition Assessment Project in the amount of $1,280,523 and authorizing the City Manager to execute an agreement for the same.
Key Issues:
Water Utilities has need for inspection and condition assessment services to evaluate the condition of the sanitary sewer forcemain from the Tudor Pump Station which is a critical asset.
RFQ 2026-015 was issued on February 6, 2026. The selection committee selected HDR Engineering, Inc.
The project is included in the FY 2027 CIP as P-281 - Tudor Road Forcemain Rehabilitation - Design with funding from Sewer Construction Fund.
The negotiated scope includes evaluation of available inspection technologies, design of required civil works to facilitate the inspection such as insertion tees, internal condition assessment, and recommendations for repair or rehabilitation following the condition assessment.
Based on the findings of this inspection, a future contract will complete the recommended rehabilitation efforts.

FIRST MOTION: I move for a second reading of an Ordinance approving the award of RFQ 2026-015 to HDR Engineering, Inc. for the Tudor Forcemain Condition Assessment Project in the amount of $1,280,523 and authorizing the City Manager to execute an agreement for the same.

Background:
The Tudor Forcemain is the City’s most critical and highest-consequence-of-failure forcemain. It conveys wastewater from the City's largest pump station to the Little Blue Valley Sewer District's interceptor at one of two locations. The forcemain system consists of 6,291 LF of 30" DIP before it splits into a 20" DIP segment and a 10,683 LF 30" segment. Removing the shared 30" segment from service for inspection or repair requires significant planning. Therefore, an accurate understanding of the condition of this asset is needed so that any required repairs can be planned and implemented in order to maintain the useful life.
Purchasing issued RFQ 2026-015 on February 6, 2026. The RFQ was advertised in the City website and PublicPurchase.com. Seven firms submitted statements of qualifications prior to the February 26, 2026 closing date. All submittals were evaluated by a City Staff evaluation team. A short list of three firms was selected for interviews. Following interviews, HDR Engineering, Inc. was selected as the most qualified firm. The attached scope and fee were negotiated and determined by staff to be consistent with the requirements of the project.
The consultant will evaluate the available technologies to complete the inspection, considering cost, quality of data, and impact to the system. It is anticipated that multiple new structures will be needed to be constructed on the forcemain to allow insertion and removal of the inspection tool. The consultant will design the required civil works, which are anticipated to be constructed using the City's on-call sewer construction contract.
The inspection is planned for the winter of 2026, with a final report submitted in spring 2027. The final report will include a description of the recommended repairs and an implementation plan for their completion.
