Issue/Request:

An Ordinance approving the award of RFQ No. 2026-065 and agreement for professional engineering design services for the Big Creek Excess Flow Holding and Pump Station Project to George Butler Associates, Inc. in the amount of $294,393.00 and authorizing the City Manager to execute the same.

 

Key Issues:

                     As approved in the FY26 Capital Improvement Plan, the City has need of engineering services for the preliminary design of the Big Creek Excess Flow Holding and Pump Station Project ("Project").

                     This Project was identified in the 2021 Wastewater Master Plan and is intended to resolve projected capacity constraints of the Big Creek Interceptor.

                     City staff publicly advertised RFQ No. 2026-065 seeking qualified firms to provide professional engineering services for the Project.

                     After review of those submissions for RFQ No. 2026-065, Gorge Butler Associates, Inc. (hereinafter "Engineer") was determined to be the most qualified firm.

                     Following successful scope and fee negotiations, the City desires to enter into an agreement with the Engineer to design the Project.

                     This project is funded from the Sewer Tap Fund.

 

Proposed Committee Motion:

I move to recommend to City Council approval of an Ordinance approving the award of RFQ No. 2026-065 and agreement for professional engineering design services for the Big Creek Excess Flow Holding and Pump Station Project to George Butler Associates, Inc. in the amount of $294,393.00 and authorizing the City Manager to execute the same.

 

Background:

The Big Creek Interceptor collects wastewater from the Big Creek Watershed and conveys it to the Greenwood Pump Station.  This pump station conveys flows from Lee’s Summit and Greenwood to the Middle Big Creek Wastewater Treatment Plant, owned and operated by the Middle Big Cree Sub-district, for treatment. The 2021 Wastewater Master Plan identified capacity limitations in the Big Creek Interceptor, limiting further growth within this system. 

The interceptor was constructed through a shared ownership agreement with the City of Greenwood.  The 2021 Wastewater Master Plan concluded that an excess flow storage basin was the recommended approach for addressing the capacity constraints and the hydraulic and site elevations indicate a pump station would be required to convey flows to the excess flow holding basin.   Water Utilities currently owns property in the City of Greenwood which has been identified as a suitable location for the excess flow holding basin and pump station.

The Project includes survey, hydraulic modeling, review of existing condition data, preliminary geotechnical investigation, desktop permitting analysis, and evaluation of alternatives resulting in a Preliminary Engineering Report including cost estimates and construction schedule for the recommended alternative. It is anticipated that a future contract amendment will include final design engineering services.

The Project is funded from the Sewer Tap Fund.

 

Impact/Analysis:

Water Utilities Department issued RFQ No. 2026-014 on March 26, 2026, requesting qualifications for professional engineering services for the Project.  The RFQ was advertised on the City's website and was posted to Public Purchase.  Three (3) firms submitted responsive statements of qualifications prior to the April 23, 2026, closing date.  An evaluation team composed of four Water Utilities Department personnel scored all the responses and selected George Butler Associates, Inc.
