Issue/Request:

An Ordinance awarding the bid for Project No. 1104 for the MBC-Winnebago EFHB Project to MegaKC Corporation in the amount of $2,160,247.50 and authorizing the City Manager to enter into an agreement for the same.

 

Key Issues:

                     Water Utilities has a need for facilities for the storage of peak flows in the Middle Big Creek Watershed.

                     The project consists of the construction of 300,000 gallon excess flow holding basin and appurtenances to address capacity concerns under future development.

                     The project was designed, received a construction permit from the Missouri Department of Natural Resources, and advertised for public bids, guided by local policies and state statutes.

                     Bids were opened and read publicly on April 29, 2026.

                     MegaKC Corporation submitted the lowest bid in the amount of $2,160,247.50.

                     MegaKC Corporation (Contractor) was determined to be the lowest and best bidder by City staff.

                     The City desires to enter into an agreement with the Contractor to construct Project No. 1104.

                     The project is funded through the Sewer Tap fund.

SECOND MOTION: I move for adoption of an Ordinance awarding the bid for Project No. 1104 for the MBC-Winnebago EFHB Project to MegaKC Corporation in the amount of $2,160,247.50 and authorizing the City Manager to enter into an agreement for the same.

 

Background:

Water Utilities has need for an excess flow holding basin in the Middle Big Creek watershed upstream of the connection to the Little Blue Valley Sewer District (LBVSD).  The City's records indicated the LBVSD system was 36-inch to the point of connection with the City's sewer, and as such the 2022 Wastewater Master did not identify any capacity constraints in this subwatershed.  However, recent field investigations indicated that a portion of the LBVSD system  is a 15-inch diameter pipe and not 36-inch diameter.  Subsequent hydraulic modeling of the subwatershed indicated capacity constraints in the City’s sanitary sewer system as future development occurs.  A number of options were considered to mitigate the capacity constraints and it was determined that the optimal option was excess flow holding. 

 

The project was designed by HDR Engineering, Inc. and advertised for bids by the City on March 12, 2026. The bid date was extended twice based on feedback from potential bidders. Despite the additional time, multiple contractors opted not to bid citing heavy workload and market conditions. Bids were opened on April 29, 2026. One bid was received in the amount of $2,160,247.50. The single bid exceeds the Engineer's estimate. Water Utilities and the Engineer have reviewed the bid breakdown and determined the bid price to be consistent with the market conditions. There is no indication that re-bidding the project will result in more bidders or a lower cost.

 

This is an area with high potential for future development and Water Utilities staff is moving forward with this recommendation because of the impacts on future growth.  In support of both existing and future development, the project will be funded through the Sewer Tap fund.

 

Impact/Analysis:

This construction of the excess flow holding basin will address existing hydraulic and physical conditions and overcome capacity constraints.

Finish: Winter of 2026
