An Ordinance amending Chapter 29; Traffic and Motor Vehicles, of the Code of Ordinances for the City of Lee's Summit, Missouri, by revising Appendix B; Schedule of Stopping, Standing and Parking Restrictions, for certain streets and segments of streets located in the City of Lee's Summit, Missouri.
Key Issues:
These changes to Appendix B, Schedule of Stopping, Standing and Parking Restrictions, were requested by staff as well as residents in the interest of public safety and traffic operations.
Proposed City Council Motion:
FIRST MOTION: I move for a second reading of an Ordinance amending Chapter 29; Traffic and Motor Vehicles, of the Code of Ordinances for the City of Lee's Summit, Missouri, by revising Appendix B; Schedule of Stopping, Standing and Parking Restrictions, for certain streets and segments of streets located in the City of Lee's Summit, Missouri.
SECOND MOTION: I move for adoption of an Ordinance amending Chapter 29; Traffic and Motor Vehicles, of the Code of Ordinances for the City of Lee's Summit, Missouri, by revising Appendix B; Schedule of Stopping, Standing and Parking Restrictions, for certain streets and segments of streets located in the City of Lee's Summit, Missouri.
Background:
5th Street from a point 120 feet West of SE Jackson Street to a point 225 feet West of Jackson Street, both sides. The City Traffic Engineer established this No Standing area to protect the raised cross walk used by students walking from the neighborhood to Prairie View Elementary. Parents often park along 5th Street to bypass the car pickup line to pick up their children at school dismissal. This No Standing area preserves the sight distance for the crosswalk and provides a safer situation for the students using the raised cross walk. The established No Standing zone will be added to Appendix B in Chapter 29 for public reference.
Walsh Drive from SW Osage Drive to SW Holdbrooks Drive, west side. This restriction was initiated by residents due to congested streets. A petition was circulated to residents and 60% of adjacent homeowners are in support of the No Parking restriction; meeting the citizen initiated no parking policy in Public Works for its presentation of parking restrictions by ordinance to City Council. With cars parked on both sides of the street, the street narrows enough that emergency vehicles would also not be able to pass through. The no parking zone helps mitigate that concern and addresses the resident majority desire for no parking.
Arborlake Drive from SW Arborpark Terrace to SW Arborwalk Boulevard, east side. This restriction was requested by the residents and supported by a petition signed by 60% of the adjacent property owners; meeting the citizen initiated no parking policy in Public Works for its presentation of parking restrictions by ordinance to City Council. Residents park along Arborlake Drive in this section and force drivers into oncoming traffic in order to pass. Additionally, with cars parked on both sides of the street, emergency vehicles do not have enough room to travel into the connecting neighborhood. The no parking zone helps mitigate these concerns and addresses the resident majority desire for no parking.

Impact/Analysis:
This amendment should establish the No Parking and No Stopping restrictions. The inclusion in schedule B will improve public reference and clear record for these restrictions. These restrictions will also help to improve traffic flow and safety.
