The charter is the foundation of home-rule municipal government, addressing the most important aspects of local government and is the organic law of the community. On April 4, 1995, citizens of Lee’s Summit, Missouri, voted to create a Charter Commission to draft a home rule charter for the city. Following extensive meetings, the Charter Commission presented a proposed City Charter to voters, which was approved by the voters and adopted on April 2, 1996.
On July 6, 2006 the City Council of the City of Lee’s Summit initiated a Charter Review Commission. Following extensive meetings, discussion and careful consideration the Charter Commission proposed certain changes to the Charter to be placed before the voters. On December 17, 2015 the City Council of the City of Lee’s Summit initiated a Charter Review Commission. Following extensive meetings, discussion and careful consideration the Charter Commission proposed certain changes to the Charter to be placed before the voters.
Section 14.8 of the Charter states that no less often than every ten years, the City Council shall provide for a Charter Review Commission to review the Charter and to recommend to the voters proposed amendments, if any, to the Charter. In compliance with Section 14.8 of the Charter, the City Council determined pursuant to Resolution No. 25-04 on March 4, 2025, that the 2026 Charter Review Commission (Commission) was to be comprised of 12 citizens, with each of the eight councilmembers on the City Council nominating one person to serve on the Commission and the remaining four members of the Commission to be nominated by the two councilmembers from each of the four districts.
Adoption of this resolution establishes the 2026 Charter Review Commission, consisting of twelve members selected by the City Council for the purpose of reviewing the Charter for the City of Lee’s Summit, Missouri, to determine whether or not the Charter will adequately serve the community into the future and to report to the voters as many amendments to the Charter as the Commission deems advisable.
