An Ordinance awarding the bid for Project No. P-154 for the Water Main Replacement FY25 Project to Wiedenmann, Inc. in the amount of $5,458,696.00 and authorizing the City Manager to execute an agreement for the same.
Key Issues:
• As directed by the FY25 CIP, there are continued efforts to maintain and strengthen the City's water distribution system.
• Approximately 17,500 feet of existing water mains will be replaced utilizing pipe bursting under the Water Main Replacement FY25 Project (hereinafter "Project No. P-154").
• The total project budget for Project No. P-154 is funded from the Water Construction Fund.
• Public Works Engineering issued an advertisement for bids for the construction of Project No. P-154 on April 28, 2026, guided by local policies and state statutes.
• Wiedenmann, Inc. (hereinafter "Contractor") was determined to be the lowest and best bidder by City staff.
• The City desires to enter into an agreement with the Contractor to construct Project No. P-154.
Proposed City Council Motion:
FIRST MOTION: I move for a second reading of an Ordinance awarding the bid for Project No. P-154 for the Water Main Replacement FY25 Project to Wiedenmann, Inc. in the amount of $5,458,696.00 and authorizing the City Manager to execute an agreement for the same.
SECOND MOTION: I move for adoption of an Ordinance awarding the bid for Project No. P-154 for the Water Main Replacement FY25 Project to Wiedenmann, Inc. in the amount of $5,458,696.00 and authorizing the City Manager to execute an agreement for the same.
Background:
This water main replacement project entails performing work in 12 project areas including: 291 North of Thompson, NE Independence Ave, NW Tudor Rd, and SW Glendana Drive.
The total project budget is $8,474,299 funded from the Water Construction Fund.
Impact/Analysis:
Public Works Engineering advertised for bids Project No. P-154 on , April 28, 2026. Potential bidders were notified through QuestCDN and on the City website. Two (2) responsive bids were received by the May 20, 2026, bid opening date. Public Works Engineering and Water Utilities staff reviewed the bid and Wiedenmann, Inc. was determined to be the lowest and most responsive bidder.
Timeline:
Estimated construction start date: August 2026 with 420 calendar days to substantial completion (90 days after substantial completion to be ready for final payment)
