Issue/Request:

An Ordinance authorizing the purchase of one custom build special services bomb response unit from LDV Inc. through the use of Houston-Galveston Area Council (HGAC) Contract #AM10-23 and authorizing the City Manager to execute all necessary documents by and on behalf of the City.

 

Key Points:

- The Fleet Division in cooperation with the Police Department has recognized the need to replace the existing bomb response unit at its end of useful life-cycle.

- LDV Inc. was the most responsive company capable of building the specialty designed unit that meets all the needs of the Police Department.

- The Fleet Manager, the Department Director and the City Manager seek approval from the City Council to use the existing HGAC contract for the purchase of the bomb response unit considering an anticipated expenditure that exceeds $75,000.

- Funding has been identified for the purchase of a bomb response unit in the City Council approved Fleet VERP FY25 Budget and the adopted FY25 Budget includes funds from the PSST Fund to cover remaining equipment cost overruns that exceed the Fleet VERP replacement balance.

- Section 4 of the Procurement Policy requires City Council approval of to use contracts where the anticipated annual spend is $75,000 or more.

 

Proposed Committee Motion:

I move to recommend to City Council approval of an Ordinance authorizing the purchase of one custom build special services bomb response unit from LDV Inc. through the use of Houston-Galveston Area Council (HGAC) Contract #AM10-23 and authorizing the City Manager to execute all necessary documents by and on behalf of the City.

 

Background:

The bomb response unit has reached the end of its useful life.  Replacement of this unit is approved in the FY25 budget under the Fleet VERP (vehicle equipment replacement program) and is scheduled for replacement.  The cost for the bomb response unit is $905,041 provided by LDV Inc. through the HGAC contract.  The replacement cost is included in the adopted FY25 Budget.  The price quote of the unit is attached for reference as are drawings of the unit for information.

 

Timeline:

Start: September 2024.

Finish: Anticipated build and delivery date 24 to 36 months.

Recommendation

Staff Recommends approval of an Ordinance authorizing the purchase of one custom build special services bomb response unit from LDV Inc. through the use of Houston-Galveston Area Council (HGAC) Contract #AM10-23 and authorizing the City Manager to execute all necessary documents by and on behalf of the City.

 

Committee Recommendation

 A motion was made by Councilmember Carlyle, seconded by Councilmember DeMoro, that TMP-3058 be recommended for approval to the City Council. The motion carried by a unanimous 4-0 vote.
