An Ordinance approving the award of RFP 2026-083A to David E. Ross Construction Co. for the CMAR Services for Jacomo Pump Stations and Forcemains Project in the amount of $52,378 and authorizing the City Manager to execute an agreement for the same.

Issue/Request:

An Ordinance approving the award of RFP 2026-083A to David E. Ross Construction Co. for the CMAR Services for Jacomo Pump Stations and Forcemains Project in the amount of $52,378 and authorizing the City Manager to execute an agreement for the same. 

 

Key Issues:

Water Utilities has need for two sanitary sewer pump stations to serve the Jacomo watershed and proposes to utilize the Construction Manager at Risk (CMAR) delivery method.

 

RFQ 2026-083 was issued on June 1, 2026. Statements of Qualifications were received from six firms. Three firms were short-listed to respond to RFP-083A, providing a technical and price proposal. Following interviews, the selection committee selected David E. Ross Construction Co.

 

The project is included in the FY 2027 Capital Improvement Plan as P-299 - Jacomo Basin Pump Stations with funding from Sewer Tap Fund.

 

The Phase 1 pre-construction scope includes constructability reviews, cost estimating, construction scheduling and a procurement plan.

 

It is anticipated that a future amendment will include Guaranteed Maximum Pricing (GMP) for the construction of the Jacomo Pump Stations.

 

 

Proposed Committee Motion:

I move to recommend to the City Council approval of an Ordinance approving the award of RFP 2026-083A to David E. Ross Construction Co. for the CMAR Services for Jacomo Pump Stations and Forcemains Project in the amount of $52,378 and authorizing the City Manager to execute an agreement for the same. 

 

Proposed City Council Motion:

FIRST MOTION:  I move to advance to second reading an Ordinance approving the award of RFP 2026-083A to David E. Ross Construction Co. for the CMAR Services for Jacomo Pump Stations and Forcemains Project in the amount of $52,378 and authorizing the City Manager to execute an agreement for the same.

 

SECOND MOTION:  I move for the adoption of an Ordinance approving the award of RFP 2026-083A to David E. Ross Construction Co. for the CMAR Services for Jacomo Pump Stations and Forcemains Project in the amount of $52,378 and authorizing the City Manager to execute an agreement for the same.

 

Background:

There is currently no sanitary sewer service to the Jacomo watershed. Previous studies have identified the need for three (3) pump stations to serve the watershed. HDR Engineering, Inc is under contract for the preliminary design of two (2) of these pump stations. The Basis of Design Report and 30% design have been submitted.  It is proposed to utilize the Construction Manager at Risk (CMAR) delivery method for these pump stations to reduce the total time to construct the pump stations.

 

In accordance with City purchasing policy a two-step selection process was utilized to select a CMAR contractor, resulting in the selection of David E. Ross Construction Co. of Raytown, MO. The proposal includes an not-to-exceed price for pre-construction services and fixed percentages for the CMAR Fee (5%), General Conditions Costs (6%) and Bonds & Insurance (1.6%).
