Key Issues:
• The project will improve safety and capacity, promote economic development in the area, and accommodate non-motorized transportation.
• The project is recommended in the Thoroughfare Master Plan as a high priority to address the capacity and condition deficiencies of the existing roadway.
• The project will be funded from the voter-approved 2017 CIP Sales Tax Renewal and obligated federal Surface Transportation Block Grant (STBG) funds
• Public Works Engineering issued an advertisement for bids for the construction of Project No. 571-Pryor Road Improvements from Longview Road to Hook Road ("Project") on September 27, 2024, in accordance with state and federal statutes and local policies.
• Clarkson Construction Company was determined to be the lowest responsive and responsible bidder by City staff.
• The City and Contractor desire to enter into an agreement for Project No. 571.

Background:
This project is the first of two phases to complete committed improvements to Pryor Road from Mo 150 Highway to Longview Road. This first phase project will widen approximately 2.5 miles of Pryor Road from Hook Road to Longview Road. The project includes, but is not limited to, widening to a four-lane section with raised median, turn lanes and access management, paving, curb, and enclosed storm drainage system improvements. The scope of work will also include constructing a sidewalk, a shared-use path, and street light installation along the project length. Existing traffic signals that are span wire will be replaced with permanent structured traffic signals and a new traffic signal will be installed at the intersection of Pryor Road and Eagle View Drive, as warranted, with installed fiber communications for improved signal operations along the corridor.
This project will re-construct existing infrastructure that has exceeded its existing capacity and improve the existing road conditions that consist of a rural roadway section, paved shoulders, and roadside ditches. Project improvements will enhance access to several undeveloped or underdeveloped properties and encourage economic activity. Any adjacent property development would otherwise require these improvements to Pryor Road. Work will include new construction and reuse of existing infrastructure as appropriate.
The project was identified in the Thoroughfare Master Plan. The path is also included in the Greenway Master Plan and Bicycle Transportation Plan. Pryor Road has already been improved from Longview Road to Interstate 470 and provides a major arterial route between I-470 and Mo 150 Highway. Increased traffic demand and use by cyclists and pedestrians along this corridor will be accommodated. The improvements also address an impediment to land development on surrounding properties.
The project is funded by voter approved CIP Sales Tax in 2017 and Federal Funding. The project was awarded over $17M in Federal Funds from the Surface Transportation Program (STP).
Public Works Engineering advertised for bids for the construction of Project No. 571 on September 27, 2024. Potential bidders were notified through QuestCDN, on the City and MoDOT websites, and two local newspapers. Four (4) responsive bids were received by the October 29, 2024 bid opening date. The lowest bid received from Clarkson Construction Company is approximately 6% above the engineer's estimate. City staff is recommending to proceed with awarding this construction contract. Construction is anticipated to begin March of 2025 with 660 days to achieve substantial completion.
