Issue/Request:
An Ordinance approving the award of RFQ No. 2024-030 for Design Services for the Joint Operations Center and Phase 2 Police Department Remodel to Hoefer Welker for an amount not to exceed $2,489,125.00 and authorizing the City Manager to enter into an agreement for the same.
Key Issues:
• In April 2023, voters approved a No Tax Increase Bond ballot measure for a number of public safety initiatives. This bond issue authorized funding for a Public Safety Operations Coordination Center, now called the Joint Operations Center and Phase 2 renovations at the Police/Courts facility.
• City staff publicly advertised RFQ No. 2024-030 seeking qualified firms to provide professional architect design services for the Joint Operations Center and Phase 2 of renovations at the Police/Court Facility.
• Hoefer Welker was evaluated to be the most qualified firm for this project.
• Following successful scope and fee negotiations, City staff recommends to enter into an agreement with Hoefer Welker for this project.

Background:
In April 2023, voters approved a No Tax Increase Bond for a number of public safety initiatives. This bond issue authorized funding for a Public Safety Operations Coordination Center, now called the Joint Operations Center and Phase 2 of renovations at the Police/Court Facility.
The new facility will include a weather-hardened lower level and standard upper level, to house Fire Headquarters, the Emergency Operations Center, network infrastructure, co-located fire and police emergency communications (911 dispatch), and traffic monitoring/management. A Joint Operations Facility will enhance the City's capabilities during emergency operations as well as day-to-day emergency response coordination.
The facility will be constructed on property already owned by the City, west of the Police/Court Facility.
City staff intends to use the construction manager at risk (CMAR) project delivery method for this facility. As part of the design and construction process, the City will contract with a design firm and a construction manager. The first step is to enter into this agreement with Hoefer Welker for professional design services and construction support services.
A 10 member selection committee consisting of City staff from Fire, Public Works, Administration, Police, ITS, and Central Building Services reviewed all the submittals and selected the top 3 firms to interview. After the interview portion, Hoefer Welker was selected by the committee as the best qualified firm. After successfully negotiations between the City and Hoefer Welker for scope and fee for services, City staff recommends for the award of RFQ No. 2024-030 to Hoefer Welker.
