Issue/Request:
An Ordinance authorizing the execution of an on-call agreement for Professional Engineering & Planning Services for the Kansas City - Lee's Summit Regional Airport (RFQ NO. 2025-064) with HDR, Inc. for one year with four possible one-year renewal options and authorizing the City Manager to execute an agreement for the same.
Key Issues:
• The Federal Aviation Administration and the Missouri Department of Transportation Department - Aviation Division require that Requests for Qualifications (RFQ) be issued once every five years or less.
• The City issued RFQ 2025-064 for Professional Engineering & Planning Services on May 5, 2025
• Qualification statements were received on June 3, 2025.
• The On-Call agreement provides general scope of services for aviation engineering and planning. It does not contain project specific scopes and fees. As projects are identified and funded, the scopes and fees will be negotiated and work authorizations for on-call services will be approved in accordance with the City's Procurement Policy.
• HDR, Inc., was determined to be the most qualified by the selection committee.

I move to recommend to City Council approval of An Ordinance authorizing the execution of an on-call agreement for Professional Engineering & Planning Services for the Kansas City - Lee's Summit Regional Airport (RFQ NO. 2025-064) with HDR, Inc. for one year with four possible one-year renewal options, and authorizing the City Manager to execute an agreement for the same.
Background:
The current contract for airport planning and engineering services expires August 31, 2025. The Federal Aviation Administration and the Missouri Department of Transportation Department - Aviation Division (MoDOT) require that Requests for Qualifications (RFQ) be issued no later than every five years. The RFQ was advertised on May 5, 2025. Three proposals were received on June 3, 2025.
A selection committee consisting of staff from the Airport Division, Public Works Administration, and Public Works Engineering scored the three proposals received. All three firms were selected for an interview. The interviews were scored by the same committee that reviewed the written submittals. HDR, Inc. was determined to be the most qualified firm by the committee.
The On-Call agreement does not contain project specific scopes and fees. As projects are identified and funded through the annual Capital Improvement Planning (CIP) process, scopes and fees will be negotiated for each specific project. Work authorizations associated with this on-call agreement will be approved in accordance with the City’s Procurement Policy.
