Issue/Request:

An Ordinance authorizing the approval of a sole source agreement for the purchase of the JWC Environmental Channel Monster grinder system in the amount of $249,223.00 and authorizing the City Manager to execute the same.

 

Key Issues:

  - Water Utilities needs to replace the current grinder at the Tudor Road Pump Station because it is at the end of its useful life.

 

  - The Tudor Road Pump Station Facility Plan, completed by HDR Engineering, Inc. in March 2024, included an evaluation of different grinder manufacturers that are on the market.  In this facility plan, the JWC Environmental Channel Monster grinder system was determined to be the equipment that best fits the design conditions and that the other channel grinders would need to have additional features added to the facility to match the capability of the JWC unit.

 

  - As approved under the FY25 Capital Improvement Plan and funded through the ERP (Equipment Replacement Fund).

 

Proposed Committee Motion:

I move to recommend to City Council approval an Ordinance authorizing the approval of a sole source agreement for the purchase of the JWC Environmental Channel Monster grinder system in the amount of $249,223.00 and authorizing the City Manager to execute the same.

FIRST MOTION: I move for a second reading of an Ordinance authorizing the approval of a sole source agreement for the purchase of the JWC Environmental Channel Monster grinder system in the amount of $249,223.00 and authorizing the City Manager to execute the same.

 

SECOND MOTION: I move for adoption of an Ordinance authorizing the approval of a sole source agreement for the purchase of the JWC Environmental Channel Monster grinder system in the amount of $249,223.00 and authorizing the City Manager to execute the same.

 

Background:

The channel grinder is located at the Tudor Road Pump Station, where the wastewater flow enters the pump station.  The channel grinder provides protection of the downstream equipment, such as the valves and pumps, from damage caused by debris within the wastewater flows, by grinding the debris into smaller particles that can safely pass through the system. The current grinder was installed in 2013 and is at the end of its useful life.  Replacement of this piece of equipment is approved in the FY25 budget under the Water Utilities ERP (Equipment Replacement Fund).  

 

Impact/Analysis:

The Water Utilities Department had contracted with HDR Engineering, Inc. to perform an evaluation and analysis of the Tudor Road Pump Station.  As a part of this Facility Plan, different grinders currently on the market were evaluated for their ability to best serve the needs and meet the conditions at the Tudor Road Pump Station.  The Channel Monster from JWC Environmental was the top recommendation as it was the only alternative that meets the design conditions without requiring modifications to the existing channel and structure.  These modifications would drive up the overall costs, as they would necessitate additional engineering design and construction for complete installation. 

 

Timeline:

Start: Equipment ordered upon approval, anticipated shipping date is 16 weeks after ordered.
