Background:
The City has an agreement with an emergency medical billing firm to issue invoices and collect payment for ambulance transports provided by the Fire Department. The billing software integrates with the Patient Care Reporting software used by EMS to document details of the services provided to the patient. The details of patient care in each incident report determine the qualifying level of care provided and, thus, the ambulance fee to be billed on behalf of the patient.
RFP 2021- 011 was awarded to Fire Recovery EMS, LLC and the business name changed in September of 2022 to EMS Management & Consultants, Inc. (EMS|MC). The City has used EMS|MC to perform the billing services since 2021. The amount paid to EMS|MC during FY25 for managing the billing process was $150,229 based on 3.95% rate structure with a total of 7200 transports.
The City received 4 responses to the RFP. A review committee comprised of 4 members including the Finance Department, Fire and Administration evaluated the proposals. The proposed fee structures ranged from 3.49% to 9.75%. EMS Management & Consultants, Inc. (EMS|MC) was selected as the best proposal and lowest fee of 3.49%.
Impact/Analysis:
The amount paid for EMS billing services is based upon actual payments received against the issued invoices less contractual allowances. For FY25, EMS|MC was paid $150,229 approximately $3.8 million in revenues collected. Based upon that same level of revenue collections, remaining with our current vendor with a reduced rate structure of 3.49%, EMS|MC which reflects a savings of over $17,000 annually.
Timeline:
It is anticipated that the contract would have a start date of July 1, 2026, with potential renewals extending the contract to June 30, 2031.

FIRST MOTION: I move for a second reading of an Ordinance approving the award of RFP No. 2026-046 for EMS billing and cost recovery services for a three-year term, with up to two, one-year renewals, to EMS Management & Consultants, Inc. (EMS|MC), and authorizing the City Manager to execute the same by and on behalf of the City.
SECOND MOTION: I move for adoption of an Ordinance approving the award of RFP No. 2026-046 for EMS billing and cost recovery services for a three-year term, with up to two, one-year renewals, to EMS Management & Consultants, Inc. (EMS|MC), and authorizing the City Manager to execute the same by and on behalf of the City.
