Issue/Request:

The proposed Arborside Land Clearance for Redevelopment Authority (LCRA) Redevelopment Plan is for approximately 1,000 acres generally located east of I-470 between Colbern Road and Woods Chapel Road. The City has been coordinating with representatives of Land Reserve, Inc. and Property Reserve, Inc. regarding a long-term development and infrastructure financing strategy for the area, including the establishment of an LCRA Redevelopment Plan to facilitate major public infrastructure improvements necessary to support future development.

Pursuant to Section 99.830, RSMo, the Planning Commission is being asked to evaluate the consistency of the proposed redevelopment plan with the 2021 Ignite! Comprehensive Plan and provide a recommendation to the LCRA Board and City Council. Unlike previous LCRA plans that were reviewed concurrently with rezoning and Preliminary Development Plan (PDP) applications, this request is being considered independently because the area is not yet subject to specific rezoning or development applications.

 

Proposed Motion:

I move to direct staff to PRESENT a resolution recommending that the City Council approve the Arborside Land Clearance For Redevelopment Authority (LCRA) redevelopment plan.

Recommendation: Staff recommends approval of the proposed Consistency Determination application for the Arborside LCRA Redevelopment Plan, finding that the request maintains consistency between the Arborside LCRA Plan and the 2021 Ignite! Comprehensive Plan, supports coordinated long-term growth and infrastructure planning, and provides an independent rec

ommendation to the LCRA Board and City Council.
