Issue/Request:

The applicant is requesting approval of a Preliminary Development Plan on 4.89 acres to allow for the development of a 44,500-sf. Rivian auto dealership and repair center. The applicant is requesting modifications to the industrial building design requirements and the directional signage requirements outlined in the UDO.

 

The applicant is also seeking approval of a Special Use Permit (Appl. #PL2026-187) to allow for the automotive sales or lease and automotive repairs - major land uses.

 

Proposed Planning Commission Motion:

I move to recommend approval of Application #PL2026-186 - PRELIMINARY DEVELOPMENT PLAN - Rivian Auto Dealership and Vehicle Repair/Service, located at the southeast corner of NE Maguire Blvd. and NE Cargo Dr.; Bryan Rahn, North Oak Safety Storage, LLC., applicant.

Recommendation

Recommendation: Based on staff’s review and finding that the application meets the applicable requirements of the UDO and the Design & Construction Manual, staff supports the proposed application, subject to the conditions of approval outlined below.

1.                     The development shall occur in accordance with the Preliminary Development Plan with an upload date of August 26, 2026.

2.                     A modification shall be granted to UDO Sec. 8.050.B.3.a to allow for an 8-inch minimum wall articulation depth on primary facades.

3.                     A modification shall be granted to UDO Sec. 8.050.B.2 to waive the top, middle, and base requirement based on the building’s architectural style.

4.                     A modification shall be granted to UDO Sec. 9.210.C to allow for the following:

a.                     The large driveway sign may be 6-ft. tall and may contain 10.8-sf. of sign face area.

b.                     The small driveway sign may be 4-ft. tall.

5.                     All required engineering plans and studies, including water lines, sanitary sewers, storm drainage, streets and erosion and sediment control shall be submitted along with the final development plan.  All public infrastructure must be substantially complete, prior to the issuance of any certificates of occupancy.
