Body
Issue/Request:
An Ordinance awarding the bid for Project No. 425 for the McClendon Ditch Sewer Improvements Project to Infrastructure Solutions, LLC. in the amount of $ 6,113,400.00, and authorizing the City Manager to execute an agreement for the same.
Background:
The sewers from Executive Way to the work recently completed in the Cedar Creek Interceptor Phase III project were identified as undersized and hydraulically impaired. These lines support the existing customers and potential growth from the west side of downtown to Longview Road. Studies including the 2022 Wastewater Master Plan support the replacement of this interceptor sewer to relieve existing system surcharging and support future growth and increased density as identified in the Comprehensive Plan.
Key Issues:
- The existing downtown interceptor currently has hydraulic impairments, such as undersized pipes and adverse pipe slopes, causing portions of the trunk sewer to surcharge during heavy rain events.
- The project involves the replacement of approximately 5,700 feet of sanitary sewer trunk line, 27 precast manholes of various sizes and depths, and all associated appurtenances
• Project No. 425 is funded by the Sewer Tap Fund and the Sewer Construction Fund. ; and,
• Public Works Engineering issued a bid for Project No. 425 on September 28, 2022, in accordance with local policies and state statutes; and,
• Infrastructure Solutions, LLC. (hereinafter “Contractor”) was determined to be the lowest and most responsible bidder by City staff; and,
• The requested amount is for the Base Bid plus Alternate No. 1 and Alternate No. 2.
• The City desires to enter into an agreement with the Contractor to construct Project No. 425.
Proposed City Council Motion:
FIRST MOTION: I move for second reading of an Ordinance awarding the bid for Project No. 425 for the McClendon Ditch Sewer Improvements Project to Infrastructure Solutions, LLC. in the amount of $ 6,113,400.00, and authorizing the City Manager to execute an agreement for the same.
SECOND MOTION: I move for adoption of an Ordinance awarding the bid for Project No. 425 for the McClendon Ditch Sewer Improvements Project to Infrastructure Solutions, LLC. in the amount of $ 6,113,400.00, and authorizing the City Manager to execute an agreement for the same.
Background:
The design of the Cedar Creek Interceptor upgrade determined that the line should be sized to carry flows which would require inflow and infiltration (I&I) reduction from upstream basins. The Downtown Trunk Line serves one of the basins upstream from the Cedar Creek Interceptor and is the first line in our system to surcharge in extreme rain events. In addition to the known issues with this line, there is development pressure in the area of downtown that this line serves to increase density with potential apartments and commercial property.
Impact/Analysis:
Improving the Downtown Trunk Line (McClendon Ditch Sewer) will reduce I&I and increase capacity for densification of the downtown basin served by the interceptor.
Timeline:
Start: Spring 2023
End: Spring 2024
