Issue/Request:

An Ordinance awarding the bid for Project No. 962 for the Manhole Rehabilitation Project, as part of the I/I Removal - CIPP Lining, Manhole Rehab, and LCRs - FY24, to Kissick Construction Company, Inc. in the amount of $757,000.00, and authorizing the City Manager to execute an agreement for the same.

 

Key Issues:

  • The project is intended to reduce inflow and infiltration in targeted areas of town.
  • The project consists of the replacement of approximately 47 manholes, replacement of the frame and cover on 14 manholes, and 115 vertical linear feet of manhole lining.
  • Project No. 962 is funded by the Sewer Construction Fund and the American Rescue Plan Act (ARPA) Wastewater Legislative Priority grant funds.
  • Water Utilities issued a bid for Project No. 962 on August 26, 2024, in accordance with local policies and state statutes.  Bids were opened on September 25, 2024.

Proposed Committee Motion:

I move to recommend to the City Council approval of an Ordinance awarding the bid for Project No. 962 for the Manhole Rehabilitation Project, as part of the I/I Removal - CIPP Lining, Manhole Rehab, and LCRs - FY24, to Kissick Construction Company, Inc. in the amount of $757,000.00, and authorizing the City Manager to execute an agreement for the same.

 

Proposed City Council Motion:

FIRST MOTION: I move for second reading of an Ordinance awarding the bid for Project No. 962 for the Manhole Rehabilitation Project, as part of the I/I Removal - CIPP Lining, Manhole Rehab, and LCRs - FY24, to Kissick Construction Company, Inc. in the amount of $757,000.00, and authorizing the City Manager to execute an agreement for the same.

 

SECOND MOTION: I move for adoption of an Ordinance awarding the bid for Project No. 962 for the Manhole Rehabilitation Project, as part of the I/I Removal - CIPP Lining, Manhole Rehab, and LCRs - FY24, to Kissick Construction Company, Inc. in the amount of $757,000.00, and authorizing the City Manager to execute an agreement for the same.

 

Background: 

The City has historically focused efforts to reduce inflow and infiltration (I/I) through a combination of Cured-in-Place Pipe (CIPP) lining of public mains and through Lateral Connection Repairs (LCRs).  Recent studies indicate that a high amount of top-down inflow leakage can occur through leaky manhole covers and frames of a certain construction age.  Manhole cover and frame construction standards have been upgraded in recent years to include more watertight covers that reduce inflow into the system.  Therefore, I/I reduction efforts have been expanded to include manhole rehabilitation that focuses primarily on replacing leaky frame and covers.  The project area was selected because it has seen main line rehabilitation through CIPP lining yet flow monitoring confirms that the area still sees high amounts of inflow.   There are 66 manholes that have been identified in the project area, many of them of brick construction installed in the 1950’s and 1960’s.  The manhole rehabilitation will consist of a combination of the full manhole replacement of 47 manholes, frame and cover replacement on 14 manholes, and manhole lining of the remaining 5 manholes.

 

Impact/Analysis:

A reduction in inflow and infiltration benefits the utility through the reduction of: sanitary sewer overflows, wastewater treatment costs, and capacity upgrades to existing sanitary sewers.  Water Utilities advertised for bids for Project No. 962 on August 26, 2024.  Potential bidders were notified through QuestCDN and advertisement in the local papers.  Three responsive bids were received by the September 25, 2024 bid opening date.  Upon a review of the bids received, it was determined that Kissick Construction Company, Inc. was the lowest and most responsible and responsive bid.  Therefore, it is the recommendation that the project be awarded to Kissick Construction Company, Inc.
