Title

An Ordinance authorizing the City Manager to execute an agreement with Constant Technologies for audio-visual video wall display, dispatch feeds, analytics, and secure communication infrastructure including equipment, furniture and services in the Joint Operations Center in a not to exceed amount of $1,557,824.75 for the City of Lee’s Summit, Missouri.

This ordinance authorizes the City Manager to execute an agreement with Constant Technologies for integrated systems including audio-visual (A/V), video wall display, dispatch feeds, analytics, and secure communication infrastructure for the Joint Operations Center

 

Issue/Request:

 

We need state of the art technology for Joint Operations Center to centralize emergency response coordination, real-time crime analysis, and inter-agency collaboration among Police, Fire, Emergency Management, and other City departments.

 

The Joint Operations Center and Real Time Crime Center rely on integrated systems including audio-visual (A/V), video wall display, dispatch feeds, analytics, and secure communication infrastructure that must operate seamlessly and continuously.

 

State-of-the-art Command and Control environment that uses a combination of technology and design to foster a collaborative work through integrated workstations. 

 

The JOC will draw on a number of different information sources to provide content for the displays and audio zones.

Operator workstations, dedicated PCs, laptop feeds, video conferencing, and cable TV feeds complement the JOC dashboard content. Sources can be routed to any of the displays in each area.   

Console Furniture and Integration - Furniture design for Integrated Console Workstations, credenzas, and/or conference tables.

Displays in the EOC Conference Room, Training Rooms, Dispatch Rooms, and Dispatch Training Room. (Main Level EOC-Room 139; Room 140; 

Technology integrations with Real Time Crime Center and Public Works Operations Center

 

 

JOC Console Furniture - $250,097.87

JOC Video Wall, Technology and Console Integration - $1,307,726.88

 

Total: $ 1,557,824.75

Proposed Committee Motion:

I move to recommend approval to the City Council for an Ordinance approving the award of Contract No. 2025-037, to provide the equipment purchase, installation, training, and support to Constant Technologies, and authorizing the City Manager to execute the same for the City.
