Proposed City Council Motion:

FIRST MOTION:  I move for a second reading of AN ORDINANCE APPROVING THE AWARD OF BLACKWELL LIVABILITY IMPROVEMENT PROJECT TO QUALITY CUSTOM CONSTRUCTION AND AUTHORIZING THE CITY MANAGER TO ENTER INTO AN AGREEMENT FOR THE SAME IN THE AMOUNT OF $147,447.45.

 

SECOND MOTION:  I move for adoption of AN ORDINANCE APPROVING THE AWARD OF BLACKWELL LIVABILITY IMPROVEMENT PROJECT TO QUALITY CUSTOM CONSTRUCTION AND AUTHORIZING THE CITY MANAGER TO ENTER INTO AN AGREEMENT FOR THE SAME IN THE AMOUNT OF $147,447.45.

 

Background:

On Thursday, June 4, 2015 a Blackwell Road Livable Streets Request was presented to the City Council by Jim Jennings, President of the Windsboro Homes Association, who represented more than 475 families supporting the request.  Also, the Livable Streets Advisory Board (LSAB) recommended limited improvements along Blackwell in this area in general support of the HOA requests.  The Windsboro Homes Association, Canterbury Homes Association, Golden Fields Homes Association, The Fields of Highland Park residents, and Waves Swim Team are all organizations who were in support of and requesting this project be included in the Capital Improvement Program. Throughout the design of the project these groups have been informed of the design and have been asked for feedback. Staff has received input and positive feedback on the design of the project.

 

This project will provide an improved pedestrian and bicycling environment along Blackwell Road between Langsford Road and Shenandoah Drive. In consideration of access to and from Blackwell Road at US 50 Highway as well as the designation of greenways and bike routes along Blackwell Road with adjacent subdivisions, nearby school, parks and community amenities (e.g. Legacy Park) that are located along and north of Blackwell Road via Blackwell Parkway, a more livable and integrated Blackwell Road corridor is desired. The enhancements have similar livability characteristics found along Blackwell Parkway north of Langsford Road and along Blackwell Road south of Shenandoah Drive as part of the new interchange at US 50 Highway.

The Parks and Recreation department was notified during the design process of the possible trail relocation and is supportive of the trail relocation and crosswalk location.

Other Information/Unique Characteristics:

The Public Works Department issued Bid No. 41432272, on June 3, 2016. This project's Invitation to Bid was posted for advertisement on the City's website and at Quest Construction Data Network. A Pre-Bid conference was held June 14, 2016. There was zero attendance for the Pre-Bid Conference. No bids were received by the June 24, 2016 bid opening date. Plan Holders explained that the project was too small, bigger projects were being bid around the same time period, and contractors have a lot of other jobs keeping them busy. Since no bids were received, Public Works Department requested quotes from three existing contract holders doing similar work: Freeman Concrete, Quality Custom Construction, and Superior Bowen. No quotes had been received by July 11, so a fourth contract holder was issued a quote request (Phoenix Concrete & Underground, LLC.). Quality Custom Construction returned an estimate on July 12, 2016 and Phoenix Concrete & Underground, LLC. returned an estimate on July 13, 2016. A bid tab is attached for comparison. Quality Custom Construction provided the lowest and best bid.
