Issue/Request:
An Ordinance authorizing the execution of a Cooperative Agreement for Hangar #2 at the Lee’s Summit Municipal Airport between the City of Lee’s Summit, Missouri and the Reorganized School District No. 7 of Jackson County, Missouri, and authorizing the Mayor to execute an agreement for the same.
Key Issues:
• The City is preparing for the construction of Hangar #2. Hangar #2 is expected to consist of approximately 30,000 square feet of open hangar space, plus 18,000 square feet of two-story office space to be split between the City’s fixed base operations, common areas and the District’s Aerospace Academy. The initial estimate of total project costs is about $13,900,000.
• Hangar #2 will be owned by the City and will include space that will be designed for District purposes.
• After Hangar #2 is constructed, the District intends to lease the District Hangar Space from the City pursuant to the terms of the District Lease.
• The portion of the Hangar #2 project to be funded by the City consists of all construction costs that would be incurred by the City if the District Hangar Space were not included in the project, and any item of construction necessitated by adding the District Hangar Space to the project will be the responsibility of the District.
• The City and the District desire to enter into an agreement to provide for the rights, duties and obligations of the Parties for the Project and the District Hangar Space.

I move to recommend to City Council approval of an Ordinance authorizing the execution of a Cooperative Agreement for Hangar #2 at the Lee’s Summit Municipal Airport between the City of Lee’s Summit, Missouri and the Reorganized School District No. 7 of Jackson County, Missouri, and authorizing the Mayor to execute an agreement for the same.
Background:
Prior to the design of the Lee’s Summit Municipal Airport’s Hangar 2 project, the R7 School District expressed an interest in forming a partnership with the City on developing an Aerospace Academy on the airport grounds. The District’s vision of the Academy was to provide an immersive learning environment for students interested in various fields of aviation. These fields could include airframe and powerplant maintenance, avionics, ground school, pilot training, drone pilot certification, air traffic control, airport management, concierge services, etc. Subsequently, many discussions were held between the City and the District to explore multiple options for setting up the Academy. Ultimately, District Staff expressed the desire to house the Aerospace Academy within Hangar 2. This partnership provides a very unique and beneficial opportunity for both the City and the District. From the City perspective, the Aerospace Academy is an excellent opportunity to make a connection with the community at large, while providing students an immersive learning environment. This partnership will also place a spotlight on both the Airport and the District within the aviation community.
