Issue/Request:

An Ordinance awarding the bid for Project No. 117 for the Olive and Orchard Street and Storm Sewer Improvements from Douglas Street to Chipman Road to VF Anderson Builders in the amount of $5,430,314 and authorizing the City Manager to execute an agreement for the same. 

 

Key Issues:

                     Public Works Engineering issued an advertisement for bids for the construction of Project No. 117 -- Olive and Orchard Street and Storm Sewer Improvements from Douglas Street to Chipman Road ("Project") on December 1, 2025, in accordance with state and federal statutes and local policies.

 

                     The project will mitigate structural flooding, enhance roadway, bike and pedestrian safety, upgrade drinking water lines and update sanitary sewer facilities.

 

                     The project will be funded from the voter-approved 2017 CIP Sales Tax Renewal, Transportation Sales Tax, and Water Utilities construction funds.

 

                     VF Anderson Builders ("Contractor") was determined to be the lowest and best responsive and responsible bidder by City staff.

 

                     The City and Contractor desire to enter into an agreement to construct the Project. 

 

Proposed City Council Motion:

FIRST MOTION: I move for second reading of an Ordinance awarding the bid for Project No. 117 for the Olive and Orchard Street and Storm Sewer Improvements from Douglas Street to Chipman Road to VF Anderson Builders in the amount of $5,430,314 and authorizing the City Manager to execute an agreement for the same.

 

SECOND MOTION: I move for adoption of an Ordinance awarding the bid for Project No. 117 for the Olive and Orchard Street and Storm Sewer Improvements from Douglas Street to Chipman Road to VF Anderson Builders in the amount of $5,430,314 and authorizing the City Manager to execute an agreement for the same.

 

Background:

The primary purpose of this project is to address structural flooding near the corner of Olive and Orchard. The secondary purpose is to reconstruct Olive and Orchard streets to enhance roadway safety, improve traffic operations, connect gaps in current bicycle facilities, and create walkable routes. An older City water main and several brick manholes within the corridor will also be replaced with the project.

This project will be funded from a combination of funds and programs. The 2017 CIP Sales Tax allocated fund for stormwater improvements in accordance with the program policies to mitigate structural flooding. The permanent Transportation Sales Tax will allocate funds for towards the transportation related improvements. The Water Utilities construction funds have allocated money for the water main replacement and sewer manhole rehabilitation.

 

Impact/Analysis:

 

Public Works Engineering advertised for bids for the construction of Project No. 117 on December 1, 2025. 523 potential bidders were notified through QuestCDN. 13 companies were plan holders for this project. One (1) responsive bid was received by the December 22, 2025 bid opening date. The bid received from VF Anderson Builders was $923,600 below the Engineer’s Estimated, which is approximately 15% below the engineer's estimate. City Staff and the Consultant found no anomalies or unbalanced bid pricing within VF Anderson’s bid submittal. Individual unit prices for line items was comparable to unit pricing on other City projects.

 

City staff is recommending to proceed with awarding this construction contract. Construction is anticipated to begin March of 2026 with 360 days to achieve substantial completion.

 

This project has been delivered using a design - bid - build (DBB) process. The DBB process was selected as the most cost effective approach to delivery a quality product with the most owners (City) control as is typical of horizontal infrastructure projects. There were many right-of-way and other easements acquisitions required, public engagement desired throughout the design process, and no required expediency in schedule. The design was performed using a qualification based selection, as approved by City Council, in compliance with state law.  The designer completed 100% construction documents, all property acquisition was successful without fully implementing condemnation and the project was bid as described above. This action is to award the bid and the project will then be built in accordance with the construction documents as bid. If there are any change orders for price or schedule, based on the scope of change directives or unforeseen conditions, or final adjusted measurements in quantity, those change orders will be processed in accordance with the adopted Procurement Policy.

 

Timeline:

Construction Start: Spring 2026

Construction Substantial Completion: End of 2026
