Issue/Request:

An Ordinance awarding the bid for the Public Works DOC Renovation to Harmon Construction in the amount of $203,625.00 and authorizing the City Manager to execute an agreement for the same. 

 

Key Issues:

                     Public Works Operations requires a separate Departmental Operations Center (DOC) at the Public Works Operations Facility.

                     Voters approved the Joint Operations Center and the Public Works DOC in the 2023 No Tax Increase Bond Program under Public Safety/Emergency Preparedness.

                     Completion of this project will allow the Public Works Departmental Operations Center (DOC) to share audio/visual information with the Joint Operations Center and vice/versa. 

                     Funding for the project is included in the Joint Operations Facility program description in the 2023 No Tax Increase Bond program.

Background:

 

Various City departments operate a Department Operation Center (DOC). As a FEMA-designated first responder, the Public Works has regularly operated from its DOC located in the maintenance facility on Hamblen Road. However, the room currently used for the PW DOC is small, inefficient, outdated, and lacks technology to fully coordinate with the Joint Operations Center (JOC) recently opened by the City.  The PW DOC  is most often used as a standalone operations center during winter weather events (i.e. snow operation). As part of City’s emergency response plan, the PW DOC will be used in other emergency operations managed by Public Works and when Public Works has a role in a larger, complex incident response operations.

The renovations to the department operations center at Public Works Maintenance Facility, as proposed, are well under the identified budget for said improvements listed in the 2023 NTIB Program and the current Capital Improvement Plan.

 

Impact/Analysis:

Public Works advertised for bids on July 9, 2026. Potential bidders were notified through QuestCDN and on the City website. One responsive bid was received by the July 30, 2026, bid opening date.  Staff reviewed the bid and Harmon Construction was determined to be the lowest and most responsive bidder.
