Issue/Request:
An Ordinance approving Addendum No. 4 to the On-Call Agreement for Professional Engineering Services dated January 30, 2023 (RFQ No. 2022-030) between the City of Lee's Summit, Missouri and HDR Engineering, Inc., for Professional Engineering Services for the Building and Parking Expansion at the Water Utilities Service Center, for a not to exceed amount of $145,850, and authorizing the City Manager to enter into an agreement for the same.
Key Issues:
The City and HDR Engineering, Inc. entered into an On-Call Agreement dated January 30, 2023 (RFQ No. 2022-030) for On-Call Professional Engineering Services.
The City desires to engage HDR Engineering, Inc. to perform engineering services to study and provide a cost estimate for expansion of our shop facilities and for the design of the expansion of the employee parking are to meet our future needs.
The current facility is approaching its capacity and was designed with this expansion in mind. The study will provide a scope and cost for the improvements and 15% design for the building shop expansion so that it can be added to the future CIP program.
The current employee parking is due for expansion our current staff and to provide for growth. This portion of the project will provide a full design of the parking facilities. The construction of these facilities will be handled through the CIP process.
Background:
Construction of the City of Lee’s Summit Water Utilities Facility was completed in 2018. With the growth of the Department, increased use of the facility for training and meetings, and changes in equipment and how the team approaches the work they do. It has been determined that additional temperature controlled space and additional employee parking is needed. HDR provided the original design for the Facility and Site and has been asked to provide a feasibility study of additional parking stalls, as well as expand Room 10-172 (Drive Through Vehicle Garage) by two maintenance bays, utilizing HDR’s On-Call Engineering agreement to complete a pre-design engineering study and schematic layout of the improvements to support development of an Opinion of Probable Construction Cost (OPCC). Upon completion, the City will budget improvements within the Capital Improvements Plan (CIP) during 2025. The need for additional parking is more pressing and a full detailed design and construction documents will be included for the parking expansion. Future phases will be necessary for detailed design of the Room 10-172 expansion.
