Title

An Ordinance authorizing the execution of an agreement by and between the City of Lee’s Summit, Missouri and Motorola Solutions, Inc., in an amount not to exceed $3,965,000 for the purchase and installation of updated radio microwaves and a radio tower, including associated costs, and authorizing the City Manager to execute the same by and on behalf of the City of Lee’s Summit, Missouri, and containing an emergency clause.

Issue/Request:

An Ordinance authorizing the execution of an agreement by and between the City of Lee’s Summit, Missouri and Motorola Solutions, Inc., in an amount not to exceed $3,965,000 for the purchase and installation of updated radio microwaves and a radio tower, including associated costs, and authorizing the City Manager to execute the same by and on behalf of the City of Lee’s Summit, Missouri.

 

 

Key Issues:

The City of Lee's Summit desires to enter into a contract with Motorola Solutions Inc. to purchase and an install updated microwaves and a radio tower to support the current P25 Radio System that is connected to the Metropolitan Area Regional Radio System (“MARRS”).  The Metropolitan Regional ("MARRS") system infrastructure is built on a Motorola platform. The current microwaves are no longer warrantied and beyond their life cycle. The current radio towers, located at Fire Headquarters and the Police and Courts Building, need to be integrated into a single tower of sufficient height to provide coverage for all agencies contracting dispatch services and to negate the need for annual lease costs paid to other tower providers. Motorola submitted a proposal, reviewed by the Tusa Consulting on behalf of the City, in the amount of $3,692,759. Including a contingency for unanticipated issues brings the amount to $3,965,000. Due to MARRS consisting of a Motorola background infrastructure, the work is to be contracted through Motorola as a sole source.

 

 

Proposed City Council Committee Motion:  I move to recommend to the City Council approval of an Ordinance authorizing the execution of an agreement by and between the City of Lee’s Summit, Missouri and Motorola Solutions, Inc., in an amount not to exceed $3,965,000 for the purchase and installation of updated radio microwaves and a radio tower, including associated costs, and authorizing the City Manager to execute the same by and on behalf of the City of Lee’s Summit, Missouri.

 

 

Proposed City Council Motion:

 

FIRST MOTION:  I move for a second reading of an Ordinance authorizing the execution of an agreement by and between the City of Lee’s Summit, Missouri and Motorola Solutions, Inc., in an amount not to exceed $3,965,000 for the purchase and installation of updated radio microwaves and a radio tower, including associated costs, and authorizing the City Manager to execute the same by and on behalf of the City of Lee’s Summit, Missouri.

 

 

SECOND MOTION:  I move for adoption of an Ordinance authorizing the execution of an agreement by and between the City of Lee’s Summit, Missouri and Motorola Solutions, Inc., in an amount not to exceed $3,965,000 for the purchase and installation of updated radio microwaves and a radio tower, including associated costs, and authorizing the City Manager to execute the same by and on behalf of the City of Lee’s Summit, Missouri.

 

Background:

The City of Lee's Summit desires to enter into a contract with Motorola Solutions Inc. to purchase and an install updated microwaves and a radio tower to support the current P25 Radio System that is connected to the Metropolitan Area Regional Radio System (“MARRS”).  The Metropolitan Regional ("MARRS") system infrastructure is built on a Motorola platform. The current microwaves are no longer warrantied and beyond their life cycle. The current radio towers, located at Fire Headquarters and the Police and Courts Building, need to be integrated into a single tower. The new tower will attain a height that allows this integration and provides coverage for the contract agencies serviced by Lee’s Summit Fire Dispatch. The new tower will also negate the need for an annual lease with Evergy for use of their radio tower nearby. The City is currently contracted to pay $31,995 annually for use of the Evergy tower site. The new tower will also provide capabilities for the City to expand its network coverage for other purposes.

 

This solution will enhance radio coverage, frequency capacity, and reliability throughout the City of Lee’s Summit, Missouri for emergency responders.  This solution will further maintain interoperability of local government communications throughout Metropolitan region for the City of Lee's Summit, Missouri.  

 

The radio system provides services for Police, Fire, Public Works,  Airport, Water, and Dispatch Centers, GPS Monitoring for Police radios, and a mapping solution for GPS tracking.

 

Impact/Analysis:

Funding for the microwave and tower work agreement will partially ($1,000,000) be allocated from a No-Tax increase General Obligation Bond for Public Safety Improvements that was passed by the citizens of Lee's Summit during the April 4, 2023 general election. The remainder of the cost ($2,965,000) will be allocated from the Public Safety Sales Tax Fund Balance.

 

Timeline:

Start: Upon the signing of the contract

Finish: System infrastructure to be built and installed during 2025, with expected completion in the Summer of 2026.
