Issue/Request:

An Ordinance approving Modification No. 1 to an Agreement for Professional Engineering Services for the Pryor Road Phase 2 Improvements from Hook Road to M-150 Highway (RFQ No. 2023-058), between the City of Lee's Summit, Missouri, and Affinis Corporation, for an increase of $163,165.00 with an amended not to exceed amount of $1,264,143.95 and authorizing the City Manager to execute an agreement for the same.

 

 

Key Issues:

                     Pursuant to Ordinance No. 9773 , the City and Affinis Corporation (hereinafter "Engineer") entered into an Agreement for Professional Engineering Services for the Pryor Road Phase 2 Improvements Phase 2 from Hook Road to MO-150 (RFQ No. 2023-058) dated October 30, 2023 (hereinafter "Base Agreement")

                     City staff determined the need to complete the traffic study and preliminary design for the ultimate future section, alignment study and water line relocation (hereinafter “Services”).

•    The Engineer has submitted a proposal with estimated costs to provide the Services.

•    The City desires to further modify the Base Agreement, as amended, with Engineer for the Services (hereinafter “Modification No. 1”).

Proposed City Council Motion:

FIRST MOTION: I move for a second reading of an Ordinance approving Modification No. 1 to an Agreement for Professional Engineering Services for the Pryor Road Phase 2 Improvements from Hook Road to M-150 Highway (RFQ No. 2023-058), between the City of Lee's Summit, Missouri, and Affinis Corporation, for an increase of $163,165.00 with an amended not to exceed amount of $1,264,143.95 and authorizing the City Manager to execute an agreement for the same.

 

SECOND MOTION: I move for adoption of an Ordinance approving Modification No. 1 to an Agreement for Professional Engineering Services for the Pryor Road Phase 2 Improvements from Hook Road to M-150 Highway (RFQ No. 2023-058), between the City of Lee's Summit, Missouri, and Affinis Corporation, for an increase of $163,165.00 with an amended not to exceed amount of $1,264,143.95 and authorizing the City Manager to execute an agreement for the same.

 

Background:

Affinis Corporation is completing preliminary design plans for the project.

 

Project scope of services provided a traffic study which considered options that would improve the operation and safety of the roadway. It was determined the current cross section is acceptable for the existing volume of traffic, but not future projected planned development traffic volumes. The options for improvements considered were three-lane, four-lane undivided, four-lane divided and five lane cross sections. The intermediate recommendation was to maintain the current pavement with modifications to include installation of curb and gutter, storm sewer, sidewalks, shared-use trail, add ADA improvements, street lighting, etc.

 

The recommendation for the ultimate (or "future") cross section was a four-lane divided cross section. This cross section is projected to perform satisfactorily with future development. Due to the unknown timeline of future development, it is not recommended to construct the ultimate cross section at this time. Once traffic volumes have increased in conjunction with the completion of the planned developments in the area the additional improvement for the future conditions can be constructed.

 

The ultimate cross section of a four-lane divided road will be built at the connections to Hook Road and MO-150 as part of the planned improvements funded in the Capital Improvement Plan. This will cause the least amount of disruption in the future. The existing twelve-inch water main will need to be relocated near the Pryor Road and MO-150 intersection which will be incorporated with this modification.

 

Completion of the traffic study for future conditions is recommended. The future condition also identified the need to provide future planned development with an alignment study to use as a tool when making connections to Pryor Road.

 

Impact/Analysis:    

The modification to the agreement will allow the City to finalize the traffic study, preliminary design, and incorporate an alignment study and water line relocation design into the project that better facilitates future growth.
