Issue/Request:

An Ordinance awarding the bid for Solicitation No. 2025-064 for the Abatement and Demolition of MSHP Troop A Campus at 504 SE Blue Parkway to AT Abatement Services, Inc. in the amount of $779,844.00, and authorizing the City Manager to execute an agreement for the same.  

 

Key Issues

•    The City entered into a Cost Share Agreement with the Missouri Highways and Transportation Commission (“MoDOT”) for the M291 North Interchange with Highway US50 Project, Commission Project No. J4P3196 (“Project”). 

 

•    The City further entered into a Relocation Funding Agreement with the Office of Administration (“OA”)/MSHP which will transfer the former Troop A property to the City by the end of August 2025.

 

•    MoDOT issued Clarkson the Notice to Proceed for the Project on July 7, 2025, with a completion date of December 1, 2026.

 

•    Public Works Engineering advertised bids of Solicitation No. 2025-064 on July 28, 2025 in accordance with state and federal statutes and local policies.

 

•    AT Abatement Services, Inc. (“Contractor”) was determined to be the lowest responsive and responsible bidder by City staff.

 

•    The City and Contractor desire to enter into an agreement for Solicitation No. 2025-064.

 

Proposed Committee Motion:

I move to recommend to City Council approval of an Ordinance awarding the bid for Solicitation No. 2025-064 for the Abatement and Demolition of MSHP Troop A Campus at 504 SE Blue Parkway to AT Abatement Services, Inc. in the amount of $779,844.00, and authorizing the City Manager to execute an agreement for the same.

 

Background:

The City entered into a Cost Share Agreement with MoDOT for the Project. As part of the Project, the intersection of Blue Parkway will be moved north to the existing location of SE 7th Terrace.  The realignment of Blue Parkway to the west begins at the existing M291 entrance of the MSHP Troop A campus and swings southwest through the campus connecting to the existing Blue Parkway alignment in front of the high school.  This realignment to the west requires asbestos and lead removal of two MSHP Troop A campus buildings and demolition of all campus structures, pavement, and lighting.  The abatement and demolition of the MSHP Troop A campus was not included in the Interchange Project or MSHP Troop A Relocation.

 

The OA/MSHP and the City of Lee’s Summit executed a Relocation Funding Agreement on 4/22/22.  The City has met the obligations of the agreement with two payments to OA for design and construction of a relocated MSHP Troop A campus. The City's total contribution for the relocated MSHP Troop A campus was $8.1 million dollars.  The MSHP/OA has moved to their newly built campus, the Governor signed HB 105 which approves the OA transfer of the former Troop A property to the City.  This transfer should be completed by the end of August.  MSHP/OA has granted the City permissions to perform work on the property until its transfer is completed so as to abate and demo the campus; and remove these barriers to the contractors construction schedule of the Interchange Project.

 

MoDOT awarded the construction of the Interchange Project to the lowest bidder, Clarkson Construction Company.  Clarkson’s Notice to Proceed was issued by MoDOT on July 7, 2025, with the completion of the Interchange Project on December 1, 2026.  It is essential that the former MSHP Troop A campus abatement and demolition be completed in a timely matter before interchange construction phasing changes occur.  Currently Phase 1 includes the relocation of Blue Parkway to the north.  QuikTrip negotiated at the beginning of the Interchange Project for their existing store to remain open during construction of their new building.  For the existing QT store to remain open, Clarkson must build 3 of the 4 proposed lanes of east Blue Parkway in Phase 1, so traffic can be moved off the existing Blue Parkway after Phase 1 and QuikTrip can begin building their new store (to the south of existing building on top of closed Blue Parkway).  This will allow enough time for QuikTrip to finish their new store and remove the old one before the last phase.  The last phase will consist of Clarkson finishing the 4th proposed lane, sidewalk, and new entrance to QuikTrip on east Blue Parkway. This phase can’t be finished without the existing QuikTrip building being removed.  All of which is contingent on work for all of Blue Parkway and a portion of which is in conflict with the existing MSHP Troop A campus that needs to be abated and demolished.         

 

Public Works Engineering advertised bids for the abatement and demolition of the MSHP Troop A campus on July 28, 2025.  Potential bidders were notified through Public Purchase, on the City website, and an email solicitation was sent to contractors who have engaged with the City.  One (1) responsive bids were received by the August 8, 2025 bid opening date.  AT Abatement Services, Inc. was the most responsive bid received.  City staff is recommending to proceed with awarding this abatement and demolition contract to AT Abatement Services, Inc.
