Issue/Request:
The Director of Liquor Control has reviewed the existing ordinances in Chapter 4 and the processes for issuing, renewing and regulating liquor licenses and brings forth recommendations designed to improve service for applicants and bring efficiencies to administration.
Key Issues:
The City of Lee’s Summit desires to amend Section 4-1 of the Code of Ordinances to revise the definition of “Amusement place” by eliminating the square footage requirement of a building and the annual gross receipts of $200,000 and adding examples of games of skill to include volleyball and golf.
The City of Lee’s Summit desires to amend Section 4-12 of the Code of Ordinances to allow persons sixteen or seventeen years of age to be employed on premises licensed as an amusement place in the same manner they are currently allowed to be employed at restaurants that have liquor licenses by modifying an ordinance number.
The City of Lee’s Summit desires to amend Section 4-128 and Section 4-134 to reinstate a certification of sales requirement for restaurants selling alcohol within the City that was removed after the 2012 revisions to Chapter 4. Reinstating the certification requirements will ensure that the Director of Liquor Control can properly identify an establishment as a restaurant or bar. Businesses with less than fifty (50) percent of its gross income in food will not qualify as a restaurant for purposes of issuing a liquor license.
The City of Lee’s Summit desires to amend Section 4-143 to allow a temporary, seven (7) day caterers license to sell intoxicating liquor to caterers and others holding licenses to sell liquor within Missouri. Currently, a seven (7) days caterers license is only available to those who hold a liquor license issued by the City of Lee's Summit. The Director of Liquor Control has recognized an increase in applicants for a seven (7) day caterers license that hold a state liquor license but do not have a place of business located within the city limits of Lee's Summit. By amending this ordinance, an applicant whose place of business is located outside of Lee's Summit but within the state of Missouri and holds a Missouri liquor license may apply for a seven (7) day caterers license.
The City of Lee’s Summit desires to amend the Code of Ordinances to create a new Section 4-151 to enact a license type to sell intoxicating liquor for amusement places. The Director of Liquor Control has recognized that businesses wishing to serve liquor on a regular basis do not always fit into the traditional categories of a restaurant or bar. With the adoption of this section, a business that fits the definition of an "amusement place" may apply for a license to sell liquor under the provisions provided for in this section.
The City of Lee’s Summit desires to amend Section 4-17 of the Code of Ordinances to allow minors to enter premises licensed as an "amusement place" under Section 4-151 where liquor is sold.

Types Of Licenses, Fees, of the Code of Ordinances of the City of Lee’s Summit, Missouri to Revise the Provisions Relating to the Administration of Liquor Licenses by the City.
