Issue/Request:
This Ordinance approves the award of RFP No. 2025-060 for Phase II Employee Compensation and Classification services, to DCI Consulting Group, Inc. The total project price will be $267,500.00. Payment will be made pursuant to the progress schedule that appears on page 30 of DCI's proposal which is attached as Exhibit "A" to the Contract. The City Manager is authorized to to execute the contract and any other necessary documents to accomplish the task within the project price.

Background
On April 11, 2025 a request for proposals was advertised and posted. A targeted email went to 2 firms and an additional 970 were notified via Public Purchase. By the April 30, 2025 deadline the city received 4 submittals. 3 of these firms were scheduled for in-person presentations.
Proposals were rated as presented based on the following criteria:
- Evidence of Experience, Reliability and References (25%)
- Expertise of Firm Personnel (25%)
- Applicable Resources (10%)
- Project Approach (30%)
- Cost (10%)
The evaluation team determined that DCI Consulting Group, Inc. was the top scoring firm after the presentations and interviews.
Recommendation
Recommendation: Staff recommends the approval of the Ordinance awarding Contract No. 2025-060 for Phase II Employee Compensation and Classification services, to DCI Consulting Group, Inc.
