Key Issues:

 

                     The City recently replaced Fire Station 5 with a new facility (Project No. 828) and fire personnel have relocated, leaving this former fire station vacant.

                     In April 2023, voters approved a No Tax Increase (NTI) Bond, including funding for Emergency Preparedness.  It allowed for the renovation of Fire Station 5 as a police substation to enhance service in the southern portion of Lee's Summit.

                     Project No. 1046 is funded through 2023 NTI Bonds.

                     Public Works Engineering issued an advertisement for bids for the construction of Project No. 1046 on July 19, 2024, in accordance with local policies and state statues.

                     Kelly Construction Group (hereinafter "Contractor") was evaluated to be the lowest and best bidder by City staff.

                     The City desires to enter into an agreement with Contractor to construct Project No. 1046.

I move to recommend to City Council approval of an Ordinance awarding the bid for Project No. 1046 for the Police Substation Project to Kelly Construction Group in the amount of $2,501,631.00, and authorizing the City Manager to execute an agreement for the same.

Background:

The City replaced the old Fire Station 5 at 3650 SW Windemere Drive with a new Fire Station 5 at 801 Missouri Highway 150.

In April 2023, voters approved a No Tax Increase Bond, including funding for Emergency Preparedness.  It allowed for the renovation of Fire Station 5 as a police substation to enhance service in the southern portion of Lee's Summit. The bond issue allocated $3.2 million for the total cost of this project as shown in the FY25 CIP approved by Council.

In December 2023, the city entered into an agreement with Hoefer Welker to design the renovation of the fire station as a police substation.

This police substation would enhance police presence in southern part of the city, establish improved connections with the community, increase basic police services in the area, and provide more convenient reporting and interaction with citizens and businesses.

 

Impact/Analysis:

Public Works Engineering advertised for bids for Project No. 1046 on July 19, 2024.  This was posted on the City's website and on the QuestCDN website.   Eleven firms listed as plan holders, of which two (2) firms chose to submit by the August 19, 2024 bid opening date.  One bid received was responsive.  Bids were evaluated by staff and Kelly Construction Group was found to be the most responsible bidder. Their bid was within the project manager's budget.
