Issue/Request:
This request is for the purchase and installation of landscaping rock and lawn irrigation systems for fire stations 4 and 5.
Key Issues:
The materials originally included in the specifications for landscaping included wood mulch, which requires bi-annual upkeep and is not desired for the long-term landscaping solution for the new fire stations. Also not included in the original specifications were lawn and landscaping irrigation systems for the properties. This has resulted with a significant amount of landscaping succumbing to the dry summer that we experienced, which certainly detracts from the aesthetics of the new fire stations. The approval of this bid would resolve these issues. Bond funds, Public Safety series 2022B, remaining after the completion of stations 4 and 5 will be used to pay for the rock and irrigation systems.
Proposed Committee Motion:
I move to recommend to City Council for approval of an Ordinance authorizing award of Bid No. 2024-030 for the purchase and installation of landscaping rock and lawn irrigation systems for fire stations 4 and 5 to Horizon Lawn and Landscape, LLC in the amount of $87,315.00 and authorizing the City Manager to enter into an Agreement for the same by and on behalf of the City.

FIRST MOTION: I move for second reading of an Ordinance authorizing award of Bid No. 2024-030 for the purchase and installation of landscaping rock and lawn irrigation systems for fire stations 4 and 5 to Horizon Lawn and Landscape, LLC in the amount of $87,315.00 and authorizing the City Manager to enter into an Agreement for the same by and on behalf of the City.
SECOND MOTION: I move for adoption of an Ordinance authorizing award of Bid No. 2024-030 for the purchase and installation of landscaping rock and lawn irrigation systems for fire stations 4 and 5 to Horizon Lawn and Landscape, LLC in the amount of $87,315.00 and authorizing the City Manager to enter into an Agreement for the same by and on behalf of the City.
Background:
This project was originally quoted by 3 different vendors, all of which exceeded the administrative financial limit of the procurement policy. The procurement division submitted RPF 2024-030 which was directly sent to the three vendors who had quoted the project originally, in addition to three other firms through public purchase. Thirteen vendors accessed the bid document through public purchase which at the close of the submission one submittal was received which was from Horizon Lawn and Landscape, LLC.

Committee Recommendation:
A motion was made by Mayor Pro Tem Lopez, seconded by Councilmember DeMoro, that TMP-3197 be recommended for approval to the City Council. The motion carried by a unanimous 4-0 vote.
