Issue/Request:

Background:
Info-Tech Research Group (ITRG) provides Counselor membership for IT leaders and managers to complete projects and improve processes by leveraging ITRG Advisory Services; and expert analysts world-class research. The services offered with the memberships are shown in Attachment B. The membership provides core services such as Research content; Software Selection; and Analyst calls for subject matter experts for technology projects. The City is utilizing Info-Tech for Technical Contract Review Services and IT Vendor Price Benchmarking.
Information Technology (IT) is utilizing Info-Tech Analysts to review best practice and performance metrics for IT services.
A Data Governance / GIS work group has been established at the City and Info-Tech services will provide facilitation best practices and guidance to develop a GIS Strategy and Action Plan to approach meet goals to improve GIS and Data Governance across the City.
Key Issues: Information Technology Department has multiple vendors and software agreements which requires Contracts and/or Contract Renewals. Specific technical language is being developed to include in agreements to better manage risks; provide vendor requirements and accountability. requirements. IT with Finance and Procurement plans to develop standard language to manage risks for the various technology needs.
GIS/Data Governance is a priority in 2026 and a guided workshop will assist in developing a GIS Strategy and Data Governance plan of action to identify resource needs and utilize current resources efficiently.
Impact/Analysis:
The cost for a Counselor, Team, and Reference Memberships and Enterprise Online Workshop; and Management Fundamentals Training Course $106,805.61 annually.

Recommendation: Staff recommends approval of an Ordinance awarding Service Agreement with Info-Tech Research Group. Info-Tech provides Technical Contract Reviews; Consulting for GIS Data Governance; Training and access to research for technical applications and services to improve/update technology trends.
