Issue/Request:
An Ordinance approving a sole source agreement in the form of purchase orders between the City of Lee’s Summit and Evoqua Water Technologies, LLC, for calcium nitrate solution (Bioxide) for odor control for an amount not to exceed $300,000.00 and authorizing the City Manager to execute the same by and on behalf of the City.
Key Issues:
• Water Utilities applies calcium nitrate solution (Bioxide) as odor control at the Tudor Road Pump Station and for the larger low pressure sewer systems.
• The Bioxide solution is a proprietary solution by Evoqua Water Technologies, LLC that provides the best option to eliminate the odor causing biology, inhibit the formation of new biology, and to inhibit the formation of corrosive compounds in the wastewater.
• This purchase will be funded through the approved Water Utilities Operations FY2026 budget.

I move to recommend to the City Council approval of an Ordinance approving a sole source agreement in the form of purchase orders between the City of Lee’s Summit and Evoqua Water Technologies, LLC, for calcium nitrate solution (Bioxide) for odor control for an amount not to exceed $300,000.00 and authorizing the City Manager to execute the same by and on behalf of the City.

FIRST MOTION: I move for second reading of an Ordinance approving a sole source agreement in the form of purchase orders between the City of Lee’s Summit and Evoqua Water Technologies, LLC, for calcium nitrate solution (Bioxide) for odor control for an amount not to exceed $300,000.00 and authorizing the City Manager to execute the same by and on behalf of the City.
SECOND MOTION: I move for adoption of an Ordinance approving a sole source agreement in the form of purchase orders between the City of Lee’s Summit and Evoqua Water Technologies, LLC, for calcium nitrate solution (Bioxide) for odor control for an amount not to exceed $300,000.00 and authorizing the City Manager to execute the same by and on behalf of the City.
Background:
The calcium nitrate solution is an effective means of odor control for odors generated at wastewater pump stations and force mains. Odors are generated when conditions limit the amount of oxygen transfer to the wastewater, such as in long force main runs. The chemical solution is added at the pump station and is used to reduce the occurrence of offensive odors as wastewater is conveyed through the force main system. The Bioxide solution is a proprietary solution by Evoqua Water Technologies, LLC that works more effectively than calcium nitrate solution. The patented process reacts with the wastewater to eliminate the odor causing biology, inhibit the formation of new biology, and to inhibit the formation of corrosive compounds in the wastewater. The staff has determined that the Bioxide solution and Evoqua Water Technologies, LCC meets the requirements for a quality product that performs consistently and provides reliable and continuous delivery.
The solution is used at the Tudor Road Pump Station and through the larger low pressure sewer systems. It is delivered to the site and stored in an underground storage tank. The application of the chemical to the waste stream varies from 100 to 400 gallons per day depending upon the flow conditions and weather conditions.
Impact/Analysis:
This purchase will be funded through the Water Utilities Operations FY2026 budget.
Timeline:
Once approved, deliveries will occur according to demand throughout the next fiscal year.
