Issue/Request:
An Ordinance approving Change Order No. 1 to the agreement with Kissick Construction Company, Inc. for the CIPP Lining and LCRs, as part of the I/I Removal - CIPP Lining, Manhole Rehab, and LCR’s - FY24, Project No. 962.2 for an increased amount of $683,610.00 for a revised agreement amount of $1,917,532.00 and authorizing the City Manager to execute the same.
Key Issues:
• Pursuant to Ordinance No. 10017, the City and Kissick Construction, Inc., (hereinafter "Contractor") entered into an Agreement for the construction of the I/I Removal - CIPP Lining, Manhole Rehab, and LCRs - FY24, Project No. (hereinafter "Base Agreement").
• The City desires to further modify the Base Agreement, as amended, due to additional items for Lateral Connection Repair (LCR) work to use all ARPA Legislative Priority Grant money available to the City.

I move to recommend to City Council approval of an Ordinance approving Change Order No. 1 to the agreement with Kissick Construction Company, Inc. for the CIPP Lining and LCRs, as part of the I/I Removal - CIPP Lining, Manhole Rehab, and LCR’s - FY24, Project No. 962.2 for an increased amount of $683,610.00 for a revised agreement amount of $1,917,532.00 and authorizing the City Manager to execute the same.

SECOND MOTION: I move for adoption of an Ordinance approving Change Order No. 1 to the agreement with Kissick Construction Company, Inc. for the CIPP Lining and LCRs, as part of the I/I Removal - CIPP Lining, Manhole Rehab, and LCR’s - FY24, Project No. 962.2 for an increased amount of $683,610.00 for a revised agreement amount of $1,917,532.00 and authorizing the City Manager to execute the same.
Background:
Inflow and infiltration (I/I) consist mostly of stormwater that gets into the sanitary sewer system during rain events. Common examples of I/I could be roof downspouts connected to a sewer service line, infiltration through the wall of older brick manholes, streams inundating a manhole, etc. Stormwater infiltration can fill sewer pipes limiting the ability for homes to add to the sewer laterals. The added rainwater flowing through the sewer feeds into the treatment plant and greatly increases the volume of water treated during rain events. I/I can also cause sewer overflows that require immediate, and costly, mitigation to address the issues associated with potential pollutants and repairs to failed infrastructure. Manhole rehabilitation, CIPP lining of sewer mains, LCR’s are proactive maintenance items that reduce I/I, and thus reduce the potential risks and costs associated with I/I.
This Change Order No. 1 will adjust the contract price for additional costs associated with added work, including adding items for Lateral Connection Repair (LCR) work to use all ARPA Legislative Priority Grant money available to the City of Lee's Summit. Additionally, this change order will provide a reduction in inflow and infiltration.
Impact/Analysis:
A reduction in inflow and infiltration benefits the utility through the reduction of sanitary sewer overflows, reduced wastewater treatment costs, and increased capacity of existing sanitary sewers. The 2022 Wastewater Master Plan included a condition risk assessment that indicated areas that would benefit from a targeted Inflow and Infiltration (I/I) removal approach to address aging infrastructure and capacity concerns. The proposed areas in Change Order No. 1 continue the work highlighted in the Wastewater Master Plan.
