Award of Bid No. 79801-12C for the Robin Hills Stormwater Improvements Project to V.F. Anderson Builders LLC in the amount of one million one hundred thousand five hundred and fifty dollars, ($1,100,550).
Key Issues:
This contract is by-passing Public Works Committee review in an effort to allow construction to begin this summer.
This contract is one of the last major projects funded by the 2007 stormwater bond program.
The project includes upgrades to minimize structure flooding in an older downtown neighborhood.
Six bids were received ranging from $1.1M to $1.7M; engineer's estimate was $1.5M
The unencumbered balance of the stormwater bond fund is $2.65M
The project engineering design was completed by Alfred Benesch & Company

Background:
In 2007 voters approved a a no-tax increase bond issue to construct stormwater improvements where deteriorated or sub-standard public drainge facilities have lead to structure flooding problems. Most of the 40+/- stormwater system improvement project design areas in this program have been performed by City staff.
Impact/Analysis:
This project will be funded by the stormwater bond fund. The unencumbered balance of the stormwater bond fund is $2.65M without considering interest earned

Other Information/Unique Characteristics:
VF Anderson recently completed the Cedar Creek Phase II project for Water Utilities. The contract amount is $5,865 over the original bid amount of $1,094,213 due to a quantity revision required by a project addendum. All bids were low by 51 cubic yards of flowable fill, the quantity was not corrected in the spreadsheet associated with Quest bidding software.
