Issue/Request:
An Ordinance approving a Block Grant Agreement for eligible preliminary project costs towards the preparation of the Airport Master Plan Update - Phase 2 for the Lee’s Summit Municipal Airport between the City of Lee’s Summit, Missouri, and the Missouri Highways and Transportation Commission in the amount of $381,879.00 and authorizing the Mayor to execute an agreement for the same.
Key Issues:
• The Commission has agreed to award funds to the City with the understanding that such funds will be used for a project pursuant to this State Block Grant Agreement.
• The purpose of this agreement is to provide financial assistance to the City under the State Block Grant Program for the Master Plan Update - Phase 2.
• The project period shall be from the date of the execution by the commission to December 31, 2023.
• The initial amount of this grant is not to exceed $381,879 for eligible preliminary project costs.
• The amount of this grant represents 94.52% of eligible project costs (90% of $199,093 and 100% of $182,786)
• The initial amount of local matching funds to be furnished by the City is not to exceed $22,121.
• This grant shall expire and the Commission shall not be obligated to pay any part of the costs of the project unless this grant Agreement has been executed by the City on or before October 15, 2021, or such subsequent date as may be prescribed in writing by the Commission.

I move to recommend to the City Council for approval of an Ordinance approving a Block Grant Agreement for eligible preliminary project costs towards the preparation of the Airport Master Plan Update - Phase 2 for the Lee’s Summit Municipal Airport between the City of Lee’s Summit, Missouri, and the Missouri Highways and Transportation Commission in the amount of $381,879.00 and authorizing the Mayor to execute an agreement for the same.
Background:
Due to the timing of State and Federal funding, the Airport Master Plan Update was phased into two separate projects. The recently adopted Phase 1 of the Master Plan Update focused on six primary categories; Inventory; Demand Projections; Facility Requirements; Alternatives; Land Use and CIP Implementation Plan. The Phase 2 Master Plan Update will focus on the FAA deliverables, which are identified in CMT’s attached Phase 2 Master Plan Update scope of services.
The initial grant funding for this project is $381,879 ($199,093 at 90% and $182,786 at 100%) plus local funding of $22,121 for a total funding of $404,000. The proposed CMT modification totals $400,000.
