An Ordinance awarding the bid for Project No. P-197 for the Public Works DOC Renovation to Harmon Construction in the amount of $169,694.00 and authorizing the City Manager to execute an agreement for the same.
Key Issues:
• Public Works Operations requires a separate Departmental Operations Center (DOC) at the Public Works Operations Facility.
• Completion of this project will allow the Public Works Departmental Operations Center (DOC) to share audio/visual information with the Joint Operations Center and vice/versa.
• Funding for the project is included in the Joint Operations Facility program description in the 2023 No Tax Increase Bond program.

Background:
There exists department operations centers in various City departments for emergency response and emergency response coordination. Public Works has a department operations center. However, the room used in this function is small, inefficient, outdated, and lacks technology to fully coordinate with the Joint Operations Center. The department operations center is most often used during a winter weather event (i.e. snow operation), but would be used in other emergency operations managed by Public Works or whenever Public Works has a role in a larger complex incident response.
• Voters approved the Joint Operations Center and the Public Works DOC in the 2023 No Tax Increase Bond Program under Public Safety/Emergency Preparedness.
• Funding for the project is included in the Joint Operations Facility program description in the 2023 No Tax Increase Bond Program.
The renovations to the department operations center at Public Works Maintenance Facility, as proposed, are well under the identified budget for said improvements listed in the 2023 NTIB Program.
Impact/Analysis:
Public Works advertised for bids Project No. P-197 on July 9, 2026. Potential bidders were notified through QuestCDN and on the City website. One responsive bid was received by the June 30, 2026, bid opening date. Staff reviewed the bid and Harmon Construction was determined to be the lowest and most responsive bidder.
