Issue/Request:
An Ordinance authorizing execution of an agreement by and between the City of Lee’s Summit, Missouri, and Bartlett and West, Inc. in an amount not to exceed $195,035.00 for Professional Engineering Services for the Browning Street Extension - SE Browning Street to SE Hamblen Rd (RFQ No. 568-32372), and authorizing the City Manager to enter into an agreement for the same.
Key Issues:
• The project is included in the City’s FY2019 Capital Improvement Plan adopted by Council.
• The project will be funded from the License (Excise) Tax fees.
• City staff issued RFQ No.568-32372 to conduct a Qualification Based Selection for professional engineering services, in accordance with state statutes, federal regulations, and local procurement policies.
• Bartlett & West was selected as the best qualified firm for the project and satisfactorily conducted negotiations for scope and fee with City staff.
Proposed City Council Motion:
I move for adoption of an Ordinance authorizing execution of an agreement by and between the City of Lee’s Summit, Missouri, and Bartlett & West, Inc. in an amount not to exceed $195,035.00 for Professional Engineering Services for the Browning Street Extension - SE Browning Street to SE Hamblen Rd (RFQ No. 568-32372), and authorizing the City Manager to enter into an agreement for the same.
Background:
The project will extend a commercial/industrial roadway, Browning St, along a planned alignment to Hamblen Rd. The project will include two 18 FT lanes, sidewalks, curb and gutter, a turn lane at Hamblen, lighting as needed, an enclosed storm drainage system, pavement marking, signing, possible relocation of a water main along Hamblen Rd and any other conflicting underground utilities including, but not limited to, KCP&L, Google Fiber, AT&T, Lee’s Summit School District, sewer, Spire Gas, Time Warner, and Charter. Total Project Length is approx. 2,100 FT.
The purpose of this project is to complete a roadway network gap that will improve access to the area between Hamblen Rd and the Union Pacific Railroad, south of US 50 Hwy and north of Bailey Rd. This will provide an alternate route in lieu of Oldham Parkway and improve access to existing industrial and commercial development as well as promote re-development and facilitate access management along Hamblen Rd at Oldham Parkway in support of future improvements at the MO-291 North Junction at US 50 Hwy Interchange.
