Issue/Request:
This is a public hearing to consider the approval of a Chapter 100 Plan for the View High Sports Complex and authorizing the issuance by the City of its taxable industrial development revenue bonds in the aggregate principal amount of not to exceed $49,350,000 to finance costs of the project to be constructed by the company 3d Builders KC, LLC (the “Developer”), as the Developer of the View High Sports Complex Project. The Bonds will be issued pursuant to the provisions of Sections 100.010 to 100.200 of the Revised Statutes of Missouri, as amended, and Article VI, Section 27(b) of the Missouri Constitution, as amended (collectively, the “Act”).
Key Issues:
Developer is requesting that the City approve incentives through a Chapter 100 Plan to provide sales and use tax exemption on construction materials and 100% tax abatement for 25 years, which is the maximum allowed by the Missouri Constitution.
Background:
On March 18, 2025, the City Council held a public hearing to consider a rezoning for the Project from District AG (Agricultural) to District CP-2 (Planned Community Commercial) and Preliminary Development Plan for View High Sports Complex on approximately 17.18 acres of land located at 3350 NW Ashurst Drive.
At the March 18, 2025 Council meeting, the City Council also heard a conceptual presentation about the incentive request presented by Developer. A majority of the City Council expressed an interest in considering the incentive request through the formal Chapter 100 process and the process governing the companion CID petition through the Community Improvement District Act. The City Council did not vote or render any type of final or binding decision as part of the conceptual presentation.
On April 15, 2025, the City Council approved Ordinance No. ___ which approved the rezoning and preliminary development plan for the Project.
Hearing Continuance: On April 21, 2025, notices were sent to the taxing districts to deliver the Chapter 100 Plan and the Cost Benefit Analysis as required by Section 100.059, RSMo, to conduct the City Council public hearing. Developer has requested the City to consider the approval of a community improvement district along with the Chapter 100 Plan. The goal is to hold the public hearings for both the Chapter 100 Plan and the proposed CID on the same City Council agenda. Since the CID Petition is not yet ready to be considered at the June 3, 3025 Council meeting, the Chapter 100 Plan is being continued so that both of applicant’s requested incentive mechanisms can be considered by the Council at the same meeting. For this reason, City staff is treating the public hearing continuance from May 20th to June 3rd as a request from the Developer, so that both hearings can be held on the same night for the incentive package.
On April 22, 2025, the City Council approved Ordinance No. ___ which approve the Funding Agreement between the City and Developer for the Project to fund the work associated with the City’s consideration of the incentive request.
The Project to be financed by the Chapter 100 Bonds consists of a sports and entertainment complex to be located on approximately 17 acres of land situated to the southeast of the intersection of View High Drive and Chipman Road in the City (the “Project Site”). On the Project Site, the Company plans to construct, equip, furnish and develop:
(A) an approximately 180,000 square foot indoor athletic complex which includes six basketball courts; 12 volleyball courts; a FIFA regulation size soccer field, a 10,000 square foot family entertainment center with arcade, golf simulators and active play area; 6,000 square feet of medical office space that will be occupied by a physical rehabilitation group; a 6,000 square foot speed and agility training area; 4,000 square feet of athletic club office space; 1,800 square feet of merchandise store space for athletic clubs and a cafe;
(B) an approximately 90,000 square foot outdoor athletic complex which is comprised of a FIFA regulation sized soccer field and 5 pickleball courts (altogether, the “Project”).
As part of the Project, the Company will also construct a connector road, including all signalization and related sidewalks, curbing and guttering, and other public infrastructure including the extension of required utilities related to the main Project components (the “Public Improvements”), which Public Improvements may be located on or near the Project Site.
Impact/Analysis:
The financial impact to the City is set forth in the Cost Benefit Analysis which is included in the meeting packet. The cost benefit analysis was mailed to the taxing districts on April 21, 2025.

Other Information/Unique Characteristics:
This is the first privately-owned sports complex project that has requested incentives from the City. As such, this request raises unique issues that are not presented by more traditional commercial areas that have previously received incentives from the City.
