An Ordinance authorizing the execution of a work order in accordance with the City's on-call construction services agreement (Contract 2024-057-1) with TC Fuller Construction LLC., for the installation of tees and the replacement of valves to complete the Maybrook Water Main inspection in the amount of $322,710.70, and authorizing the City Manager to execute all necessary documents.

 

Key Issues:

 

•    Pursuant to Ordinance No. 9637, the City contracted with HDR Engineering, Inc., to complete an internal condition assessment of the 16-inch diameter PCCP Maybrook Road Water Transmission Main.

 

•    The Maybrook Road Water Transmission Main requires 16-inch tees to be installed and 16-inch valves to be replaced in order to insert the inspection equipment into the pipe, pass through the new valves and be removed from the water main. 

 

    Pursuant to Ordinance No. 9880, the City has an on-call construction services contract with TC Fuller Construction, LLC.

 

•    The City desires to use the City’s on-call construction services contract with TC Fuller Construction LLC to complete the modifications to the Maybrook Water Main as part of the Condition Assessment Project with HDR Engineering, Inc.

 

 

Proposed Committee Motion:

I move to recommend to the City Council approval of an Ordinance authorizing the execution of a work order in accordance with the City's on-call construction services agreement (Contract 2024-057-1) with TC Fuller Construction LLC., for the installation of tees and the replacement of valves to complete the Maybrook Water Main inspection in the amount of $322,710.70, and authorizing the City Manager to execute all necessary documents.

 

Proposed City Council Motion:

FIRST MOTION: I move to advance to second reading an Ordinance authorizing the execution of a work order in accordance with the City's on-call construction services agreement (Contract 2024-057-1) with TC Fuller Construction LLC., for the installation of tees and the replacement of valves to complete the Maybrook Water Main inspection in the amount of $322,710.70, and authorizing the City Manager to execute all necessary documents.

 

SECOND MOTION:  I move for the adoption of an Ordinance authorizing the execution of a work order in accordance with the City's on-call construction services agreement (Contract 2024-057-1) with TC Fuller Construction LLC., for the installation of tees and the replacement of valves to complete the Maybrook Water Main inspection in the amount of $322,710.70, and authorizing the City Manager to execute all necessary documents.

 

Background:

 

The City and HDR Engineering, Inc., entered into an agreement (RFQ No. 2019-002) for professional engineering services for the Transmission, Large Diameter Sewers, And Force Main Condition Assessment And Management Program.  Phase 1 completed assessments of the 30-inch Bowlin Transmission Main, the 30-inch Tutor Road Pump Station Force Main and gravity sewers under Lakewood Lake. 

Phase 2 of the condition assessment project includes inspecting the 16-inch Maybrook Water Main.  The equipment chosen for the inspection must be inserted and removed from the water main.  In order to access the water main, 16-inch tees must be installed at the beginning and end of the inspection.  Sixteen-inch butterfly valves need to be replaced with gate valves for the equipment to complete the inspection.  Also, broken 16-inch valves within the limits of the inspection are planned for replacement.
