Key Issues:

                     The City of Lee’s Summit and Motorola Solutions, Inc. entered into an Agreement (the "Base Agreement") for Joint Operations Center radio system infrastructure work under the Joint Operations Center Migration Plan executed on 03/25/2025.

 

                     This Ordinance authorizes the execution of Change Order No. 4.

 

                     The purpose of Change Order No. 4 is the addition of major system components including 26 AXS consoles for Fire, Police, and Regional Backup/Training dispatch, six (6) Consolettes, MCD Desksets, Control Station Combiner, associated Antenna and Line, Storm Siren System Update, and AXS Training.

 

                     The underlying costs covered by this change order include the Motorola Dispatch Radio Position Upgrade for all radios and communication system components necessary for interoperability and redundancy within the primary dispatch center and backup facility (both housed within the JOC).

 

                     The amount of the Change Order, $3,238,263 (including annual maintenance and cybersecurity fees over a period of six years), is identified as a known financial obligation related to the Joint Operations Center (JOC) beyond the original 2023 No Tax Increase Bond Issue.

 

                     The cost associated with this Change Order relies on confirmed outside funding, specifically 2025 appropriations from the State of Missouri Department of Public Safety for $2,000,000 and $1,500,000, which were allocated for construction support and interoperability to cover expenditures related to the City of Lee’s Summit Joint Operations Center.

 

Proposed Committee Motion

I move to recommend to City Council approval of Change Order No. 4 to the agreement for the Joint Operations Center Migration Plan, between the City of Lee’s Summit and Motorola Solutions, Inc., for an increase in the contract price of system infrastructure costs of $2,824,533, and additional increases in annual system lifecycle maintenance costs of $317,490 and cybersecurity costs of $96,240 over a period of six years, and authorizing the City Manager to execute an agreement for the same.

Proposed City Council Motion:

 

FIRST MOTION: I move to recommend to City Council approval of an Ordinance approving Change Order No. 4 to the agreement for the Joint Operations Center Migration Plan, between the City of Lee’s Summit and Motorola Solutions, Inc., for an increase in the contract price of system infrastructure costs of $2,824,533, and additional increases in annual system lifecycle maintenance costs of $317,490 and cybersecurity costs of $96,240 over a period of six years, and authorizing the City Manager to execute an agreement for the same.

 

SECOND MOTION: I move for the adoption of an Ordinance approving Change Order No. 4 to the agreement for the Joint Operations Center Migration Plan, between the City of Lee’s Summit and Motorola Solutions, Inc., for an increase in the contract price of system infrastructure costs of $2,824,533, and additional increases in annual system lifecycle maintenance costs of $317,490 and cybersecurity costs of $96,240 over a period of six years, and authorizing the City Manager to execute an agreement for the same.

Background: This Change Order 4 adjusts the contract price due to upgrades of the communication system infrastructure housed within the Joint Operations Center (JOC).

 

The change order encompasses:

                     Total Infrastructure Cost (after adjustments) of $2,824,533.

                     Total Lifecycle and Maintenance costs (Years 1-6) of $317,490 (with Year 1 being warranty).

                     Total Cybersecurity Services costs (Years 1-6) of $96,240.

 

The total increase is $3,238,263. These services will provide needed communications equipment to build out the dispatch center and Eastern Jackson County Communications Backup Site. This change ensures the modernization, interoperability, and redundancy of the communication system used by the Police and Fire Departments at the JOC.

This change order will be funded through two allocations from the State of Missouri Department of Public Safety for this project of $2,000,000 (Bill No. 25-245) and $1,500,000 (Bill No. 25-244).

 

Timeline: Services are to be substantially complete by the Summer of 2026. Original Contract Date: March 25, 2025. Change Order Date: January 23, 2026.
