Issue/Request:
An Ordinance approving Modification No. 1 to an agreement for Professional Engineering services for the SE Douglas Street Improvements - Blue Parkway to 4th Street (RFQ No. 2025-011) between the City of Lee's Summit, Missouri, and Wilson & Company, Inc., for an increase of $99,424.00 with an amended not to exceed amount of $897,354.00 and authorizing the City Manager to execute an agreement for the same.
Key Issues:
• The SE Douglas Street Improvements project was authorized by voters as part of the April 2023 No Tax Increase Bonds for transportation purposes.
• City Council formally programmed funding for the project as part of the FY2025 Capital Improvement Plan (CIP).
• City Staff Issued RFQ No. 2025-011 to conduct a Qualification Based Selection for professional engineering services, in accordance with state statutes and local procurement policies.
• The City and Wilson and Company, Inc. entered into an agreement for Professional Engineering services for the SE Douglas Street Improvements - Blue Parkway to 4th Street (RFQ No. 2025-011) dated November 25, 2024. (hereinafter “Base Agreement”).
• The City desires to modify the base agreement with Engineer to provide additional engineering services during design.
• The Engineer has submitted a proposal with estimated costs to provide additional engineering services.
• The City desires to modify the Base Agreement, as amended, with Engineer as provided herein (hereinafter "Modification No. 1").

I move to recommend to City Council approval of an Ordinance approving Modification No. 1 to an agreement for Professional Engineering services for the SE Douglas Street Improvements - Blue Parkway to 4th Street (RFQ No. 2025-011) between the City of Lee's Summit, Missouri, and Wilson & Company, Inc., for an increase of $99,424.00 with an amended not to exceed amount of $897,354.00 and authorizing the City Manager to execute an agreement for the same.

FIRST MOTION: I move for second reading of an Ordinance approving Modification No. 1 to an agreement for Professional Engineering services for the SE Douglas Street Improvements - Blue Parkway to 4th Street (RFQ No. 2025-011) between the City of Lee's Summit, Missouri, and Wilson & Company, Inc., for an increase of $99,424.00 with an amended not to exceed amount of $897,354.00 and authorizing the City Manager to execute an agreement for the same.
SECOND MOTION: I move for adoption of an Ordinance approving Modification No. 1 to an agreement for Professional Engineering services for the SE Douglas Street Improvements - Blue Parkway to 4th Street (RFQ No. 2025-011) between the City of Lee's Summit, Missouri, and Wilson & Company, Inc., for an increase of $99,424.00 with an amended not to exceed amount of $897,354.00 and authorizing the City Manager to execute an agreement for the same.
Background:
Following a qualification-based selection process, Wilson and Company, Inc. was selected to perform the professional engineering services for the SE Douglas Street Improvements - Blue Parkway to 4th Street project. The Base Agreement between the City and Engineer was executed on November 25, 2024. After design is completed, right of way and other easements obtained, permits acquired and utility relocations, the project will be advertised for construction bids in accordance with the design-bid-build delivery process. Additional design contract modifications are likely at the time of construction for construction engineering services, currently unknown until the design is done.
Modification No. 1 includes additional survey for the final design of the apartment parking lot at 713 SE Douglas Street and survey of the newly relocated waterline at Blue Parkway that were determined to be necessary during preliminary design. The parking lot area was not included in the original scope and additional survey is necessary to complete the final design to mitigate parking lot impacts of the public infrastructure improvements. Waterline has been relocated at Blue Parkway as part of the State Route 291 project after the original survey was completed. The location of this new waterline is needed for this project’s final design.
Modification No. 1 also includes the design of the apartment parking lot located at 713 SE Douglas Street. During conceptual design it was determined that additional off-street parking would be necessary for 713 SE Douglas Street considering the adjacent street parking must be eliminated. This property’s current parking layout could not be accommodated by the project, so additional parking was needed elsewhere on the property to replace the eliminated parking stalls.
Modification No. 1 also includes additional waterline design to relocate existing water main around the proposed stormwater system. During preliminary design it was determined that additional waterline relocation outside of the original scope would be required to accommodate the storm sewer layout. This includes watermain, service line, and fire hydrant relocation in key areas.
Modification No. 1 also includes additional design for a special inlet and reinforced box culvert bend. During design, it was determined that a special inlet and reinforced box culvert bend would be required at the storm crossing north of SE 9th Street to replace unique existing stormwater infrastructure in this portion of the storm system.
Impact/Analysis:
This modification will allow Wilson & Company, Inc. to provide additional engineering services to the City.
