Body

Issue/Request:

This item requests approval to accept $12,948 from the 2026 Edward Byrne Memorial Justice Assistance Grant (JAG) program and to execute an Interlocal Agreement between the City of Kansas City, Missouri, Jackson County, Missouri, and the cities of Blue Springs, Grandview, Independence, Lee's Summit, and Raytown, Missouri, for the distribution of grant funds.

The City of Kansas City serves as the fiscal agent responsible for administering and distributing the funds. Approval is required to authorize acceptance of the City's allocation and execution of the agreement.

Key Issues:

The City of Lee's Summit has been allocated $12,948 from the 2026 Edward Byrne Memorial Justice Assistance Grant (JAG) program through the U.S. Department of Justice. The total allocation to the participating jurisdictions is $742,012.

The City of Kansas City, Missouri, serves as the fiscal agent responsible for administering and distributing the funds to participating jurisdictions.

As part of the JAG program requirements, participating jurisdictions must enter into an Interlocal Agreement establishing the distribution of funds and the responsibilities of each participating agency.

The proposed agreement establishes the City's allocation amount of $12,948 and covers the grant period of January 1, 2027, through December 31, 2031. The agreement becomes effective upon the award and acceptance of the grant by Kansas City.

The grant funds will support the purchase of batteries, charging equipment, spotlights, and speaker attachments for the Police Department's existing unmanned aircraft systems (UAS). The proposed equipment budget totals $11,420 of the City's $12,948 allocation. The grant does not require a local match.

Proposed City Council Motion:

I move for adoption of an Ordinance approving an Interlocal Agreement between the City of Kansas City, Missouri, Jackson County, Missouri, and participating municipalities for the distribution of $12,948 in 2026 Edward Byrne Memorial Justice Assistance Grant (JAG) funds to the City of Lee's Summit, Missouri, and authorizing the Mayor to execute an agreement for the same.

Impact/Analysis:

The City of Lee's Summit has been allocated $12,948 through the FY 2026 Edward Byrne Memorial Justice Assistance Grant (JAG) program to support law enforcement equipment purchases. The Police Department proposes utilizing these funds to enhance its existing Skydio X10 unmanned aircraft systems (UAS) program.

The proposed equipment purchases total $11,420 and include two Colorado Drone Chargers PRCS charging systems, twelve Skydio X10 flight batteries, two additional battery chargers, four spotlight attachments, and four speaker attachments. The remaining $1,528 in grant funding is currently unallocated.

The additional batteries and charging equipment will improve aircraft availability and reduce downtime between deployments. Spotlight attachments will enhance visibility during nighttime searches and low-light operations, while speaker attachments will provide an additional means of communicating with individuals during searches, emergencies, and other law enforcement incidents.

These enhancements will improve the department's ability to utilize UAS technology during critical incidents, missing-person searches, and other public safety operations, strengthening situational awareness and supporting officer and community safety.

The grant does not require a local match. All expenditures will be administered in accordance with applicable federal grant requirements and City purchasing policies.
